• Submit the quotation in a sealed envelope addressed to PRASA at 65 Masabalala Yengwa Avenue, PRASA Regional Office Foyer, KwaZulu‑Natal.
• All bids must be received by 12:00 PM on 18 February 2026. Late submissions will be rejected.
• Use the official RFQ forms provided; do not re‑type the content.
• Include all mandatory returnable documents (see Returnable Documents list) – signed and dated.
• Provide a valid SARS PIN or Tax Compliance Status (TCS) certificate, and a CSD registration number.
• Attach proof of authority (e.g., company resolution) and any joint‑venture/consortium agreements if applicable.
• Bids must be signed by an authorised representative.
• Disqualification risks: late delivery, incomplete returnables, missing tax or CSD details, attempts to canvass PRISA staff after the closing date, or being a person in the service of the state.

• Stage 1 – Compliance: verification of all mandatory returnable documents; any missing document leads to disqualification.
• Stage 1A – Returnable Documents: completeness and signatures of required forms, tax status, CSD number, B‑BBEE certificate, ID copies, etc.
• Stage 2 – Price and Specific Goals (80 % price, 20 % specific goals). Price points are calculated using the 80/20 formula (Ps = 80 × (1‑Pt/Pmin)).
• Specific‑goal points are awarded for B‑BBEE contribution and other preference goals as declared in the Preference Points Claim Form.
• Overall score = price points + specific‑goal points (max 100). The highest‑scoring bidder is preferred unless objective criteria justify another award.

Scope: Supply, delivery and basic configuration of Westermo industrial Ethernet switches (10‑port) and SFP transceivers for the PRASA KZN region, ensuring compatibility with the existing network.

Deliverables:

• 10‑port industrial Ethernet switch (e.g., Westermo Lynx L110‑F2G) meeting the detailed electrical, mechanical and connector specifications listed.
• SFP transceiver (e.g., Westermo 1100‑0133) meeting the listed optical and mechanical specs.
• Basic configuration of switches and verification of network compatibility.

Standards: IEEE 802.3 Ethernet, IEC power specifications, and the detailed voltage, current, connector and cabling requirements as described.

Warranty: Minimum 12‑month factory warranty from date of shipment.

• Prices must be quoted in South African Rand, inclusive of all taxes, on a fixed‑price basis.
• Use the prescribed Pricing Schedule Annexure; alternative formats will be deemed non‑responsive.
• No price escalation allowed unless expressly stated.
• No security bond or guarantee is mentioned; however, the bidder must be prepared to provide any required security if later requested.
• Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice.
• Validity period: 90 working days from the closing date, with possible extension at PRASA’s discretion.

• Tax compliance: Provide SARS PIN or TCS certificate; if no TCS, provide CSD number.
• Central Supplier Database (CSD): Mandatory registration for South African suppliers; foreign suppliers without a local entity are exempt.
• B‑BBEE: Minimum level 1 (as indicated by placeholder “1111111110”). Submit B‑BBEE certificate or affidavit.
• CIPC: Provide current company registration documents.
• Directors’ ID copies required.
• No persons in the service of the state, or related parties, may participate.
• Additional declarations on PEP/PIP, conflicts of interest and bidder’s disclosure forms must be completed.
