• Mandatory returnables include: Central Supplier Database (CSD) report, detailed pricing structure on company letterhead, valid B-BBEE certificate or sworn affidavit, signed RFQ document, valid tax certificate/tax pin, completed SBD 4 and SBD 6.1 forms, CVs and qualifications of key personnel.
• Any alteration to the RFQ document, other than completing bidder details and tendered price, may render the submission non-responsive.

Bidders must: 1) Submit all mandatory documents, 2) Achieve minimum functionality score of 70 points, 3) Provide evidence of recent CEO recruitment experience (within 12 months), 4) Have capability for verification checks and psychometric assessments, 5) Submit conflict of interest declaration, 6) Be registered on Central Supplier Database with valid tax status.

• The service provider must conduct the executive recruitment and selection process in line with Iziko's policies, applicable legislation, and good governance principles.
• Ensure transparency, fairness, confidentiality, and proper record-keeping throughout.
• Key service components:
• Recruitment Advertising: Prepare and place approved advertisements in agreed media; pre-screen applicants; facilitate shortlisting.
• Interview Process: Facilitate assessment of shortlisted candidates; manage interview logistics (virtual or in-person); provide interview packs and scoring templates; compile post-interview report.
• Competency Assessment and Screening: Conduct or arrange valid, reliable psychometric/leadership assessments for the top two candidates. Perform screening (reference checks, qualification verification, criminal record checks, credit checks, employment history verification) within five working days of receiving candidate information and consent.
• Reporting and Deliverables: Compile a written recruitment outcome report covering all stages, to be submitted to the Selection Panel within five working days of process completion. All communications and reports must be in English.
• Project duration: Until the successful candidate's appointment is finalised, subject to agreed timelines in the recruitment project plan.
• Delivery time schedule outlines specific tasks and timeframes, e.g., meeting within 5 days of appointment, advertisement placement within 5 days of approval, etc.
• The service provider will work from their own offices with coordinated visits to Iziko Museums as necessary.

• Bidders must submit a detailed recruitment methodology, sourcing strategy, assessment, and screening approach as part of the functionality evaluation (30 points).
• Methodology should comprehensively cover: advertising, sourcing, screening, shortlisting, interviews, assessments, verification, and reporting.
• Scoring: Comprehensive methodology = 30 points; Adequate methodology covering most requirements = 20 points; No methodology submitted = 0 points.

• Recent Executive Recruitment Experience: Provide documentary evidence of successful recruitment and placement of at least one executive-level candidate (CEO or equivalent) within the 12 months preceding the RFQ closing date. This is a functionality scoring requirement (30 points).
• Executive Recruitment References: Provide at least three written reference letters, not older than five years, from clients where executive recruitment services were successfully provided. Letters must be on client letterhead with contactable details. This is a functionality scoring requirement (40 points).
• Executive Placements Completed: Submit a list of executive recruitment placements completed in the past 3 to 5 years, including client name, position recruited for, year of placement, and contactable client reference. This is a mandatory requirement for responsiveness.
• Key Personnel: CVs and qualifications/certifications of key personnel are required as a mandatory returnable document.

• Bidders must complete the pricing schedule provided. The total evaluated bid price (sum of items 1 to 6) will be used for price evaluation under the 80/20 system.
• Price the following service components (including VAT): Placement of advertisement; Interview and screening of applicants; Psychometric Assessment costs and administration; Interview questionnaire development with selection panel; Interview logistics; Conducting interviews with selection panel.
• Notes: Attach a breakdown of assumptions, resource categories, and rates. No undisclosed additional costs will be paid. Provisional items for forensic work are for comparison only and require separate written approval.

• Bidders must complete the provided pricing schedule. The total evaluated bid price (sum of items 1 to 6) will be used for price evaluation under the 80/20 preference point system.
• Pricing schedule components to be priced (including VAT): Placement of advertisement; Interview and screening of applicants; Psychometric Assessment costs and administration; Interview questionnaire development with selection panel; Interview logistics; Conducting interviews with selection panel.
• Important pricing notes:
• Only amounts captured in the pricing table will be considered for evaluation.
• Standardised provisional items are for price comparison only; forensic follow-up work requires separate written approval from Iziko.
• No additional costs, disbursements, or incidental charges will be paid unless disclosed in the bid and approved in writing by Iziko before being incurred.
• Bidders must attach a breakdown of assumptions, resource categories, and rates used to prepare their pricing.

• Mandatory compliance documents required for submission:
• Central Supplier Database (CSD) report with supplier number, company details, and tax status verification pin.
• Detailed pricing structure on company letterhead, inclusive of VAT.
• Valid B-BBEE certificate or sworn affidavit.
• Signed RFQ document.
• Valid tax certificate and/or tax pin.
• Completed SBD 4 and SBD 6.1 forms.
• CVs and qualifications/certifications of key personnel.
• Mandatory capability declarations required (failure to submit renders bid non-responsive):
• Written confirmation of ability to conduct qualification verification, reference checks, criminal record checks, credit checks, and employment history verification.
• Written confirmation of ability to conduct or arrange valid, reliable executive-level competency/psychometric assessments.
• Written Conflict of Interest Declaration disclosing any relationships with Iziko Council, management, or prospective candidates.
• List of executive recruitment placements completed in the past 3 to 5 years, including client name, position, year, and contactable reference.
• The 80/20 preference point system will be applied, with specific goals (including B-BBEE) contributing up to 20 points.

Annexure B: Preference Points Claim Form (SBD 6.1) This annexure must be completed and signed by the bidder. Bidders must use the latest applicable prescribed form where required by National Treasury or Iziko SCM. The completed form must accompany the quotation/proposal submission (Section 12 of this document). • The proposal and appended documentation may form the basis for a formal contract to be negotiated.
• A mere offer and acceptance does not constitute a formal contract until a written agreement/project charter is concluded.
• Iziko reserves the right to accept or reject any quotation and to withdraw the RFQ at any time before award.
• The lowest or only quotation received is not necessarily accepted.
• False declarations in bidding documents lead to disqualification; all information is subject to verification against sources like CSD reports.

Conflict of Interest Written declaration confirming that neither the bidder nor any Mandatory Declaration member of the proposed recruitment team has any actual or perceived conflict of interest in relation to Iziko Council members, management, or prospective candidates. Any existing relationship must be disclosed.

6. MANDATORY REQUIREMENTS AND EVALUATION METHOD The selected service provider shall be required to demonstrate capacity and experience to deliver the services required by Iziko Museums. Requirements marked as Mandatory will be evaluated on a responsive / non- responsive basis. Failure to submit any mandatory returnable will result in the quotation being regarded as non- responsive and excluded from further evaluation. Requirements marked as Functionality Scoring Requirements are not compulsory returnables for responsiveness purposes; however, failure to submit the required evidence will result in no functionality points being allocated for the relevant criterion.

• Bidders must achieve a minimum functionality score of 70 out of 100 to proceed.
• Functionality criteria (100 points total): Recent executive recruitment experience (30 points), Executive recruitment references (40 points), Recruitment methodology and approach (30 points).
• Detailed scoring guidelines are provided for each criterion, emphasising the need for documentary evidence. Unsupported claims receive zero points.
• After functionality, evaluation proceeds under the 80/20 preference point system (price 80 points, specific goals 20 points).
