• Three‑phase evaluation:

1. Phase 0 – SCM compliance (administrative & mandatory criteria).

2. Phase 1 – Functionality (score out of 100; minimum 60 required).

3. Phase 2 – Preference points (price 80 %, B‑BBEE 10 %, locality 10 %).

• Functionality scoring:

– Experience (50 pts) and team capacity (50 pts).

• Minimum 60/100 points in Phase 1 to proceed to Phase 2.
• Preference points awarded per B‑BBEE level and locality as per table.

• Scope: one‑year service provider for assets verification, barcoding of new assets, compilation of GRAP‑compliant asset register, handling audit queries, reassessment of useful life of zero‑balance assets, and skills transfer to finance dept.
• Must visit all 245 community learning centres across Limpopo.
• Assets: major (≥R1 000) and minor (<R1 000). Barcoding limited to major assets; compile minor assets register.
• Must use reliable software.
• Bidder must be SAICA/SAIPA recognised; provide certified copy of accreditation.
