Proposals will be evaluated on the following criteria: Technical Fit (extent to which the proposed solution meets functional and technical requirements), Vendor Experience (relevant experience in similar projects, size, complexity, and industry relevance), Cost-Effectiveness (overall cost relative to value delivered, including total cost of ownership), Compliance and Certifications (adherence to legislative, regulatory, and industry standards), and Scalability/Future-Readiness (ability to scale and adapt to future growth and technological advancements). Submission does not guarantee selection or progression to the next stage. Open to South African service providers, with accredited or registered providers preferred. Bidders must demonstrate expertise in court security or similar high-risk environments and the ability to meet requirements for low-, moderate-, and high-risk courts.

Scope: Provide information on court physical security infrastructure and CCTV systems for low-, moderate-, and high-risk courts. Physical Security Infrastructure requirements: Perimeter barrier systems to prevent unauthorized access, secure parking facilities for judicial officers and the public, access control management systems (including biometric scanners for restricted areas), screening systems to detect prohibited weapons and identify persons of interest, secured and reinforced holding cells, and norms/standards for security officer deployment. CCTV System requirements: High-definition imaging with night-vision functionality, emergency response systems for incident management, integrated and interoperable multi-layer defense systems, and a scalable, reliable technological platform. Service Requirements: Details of South African service providers (accredited/registered), expertise in supply, installation, configuration, and customization of security solutions, and support scope (first-line, second-line, and third-line services).

Security solutions must address court risk categories (low, moderate, high) with a multi-layered approach. Requirements include: perimeter barriers to prevent unauthorized access, secure parking for judicial officers and the public, access control systems (including biometrics for restricted areas), screening systems for weapons and persons of interest, reinforced holding cells, and norms for security officer deployment. CCTV systems must support high-definition imaging, night-vision, emergency response integration, and interoperability across security layers.

Bidders must demonstrate relevant experience in projects of similar size, complexity, and industry relevance. Evaluation will assess prior work in court security or comparable high-risk environments. Preference may be given to accredited or registered South African service providers with expertise in supply, installation, configuration, and maintenance of security infrastructure and CCTV systems.
