Include: technical proposal (methodology), detailed budget breakdown (VAT-exclusive line prices, VAT-inclusive total), SBD 3 (Pricing Schedule), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), company profile, CVs of proposed team, and proof of B-BBEE status (certified certificate or sworn affidavit). All proposals and subsequent information will not be returned. Price quoted must be valid for 90 days. Non-compliance with submission requirements may result in disqualification.

Functionality criteria (100 points total): Organisational experience and capacity (30 points: 5-7 years = 5, 7-10 years = 10, 10+ years = 15; 3-4 references = 5, 5+ references = 10). Approach and methodology (30 points: detailed process, project plan linked to deliverables). Capacity to execute (40 points: Team Leader with 10+ years experience = 10, qualifications = 10; 2 key team members with 5-8 years experience = 10 each, qualifications = 10 each). Phase 2: Price (80 points) and B-BBEE Specific Goals (20 points). SBD 6.1 form must be used to claim B-BBEE points. CSD report and certified B-BBEE certificate or sworn affidavit required for Specific Goals; failure to submit results in 0 points for this section.

Scope includes: (i) Full Board (collectively and individual members), (ii) Audit and Risk Committee (ARCO), (iii) Human Capital/Remuneration & Social and Ethics Committee (HCRSEC), (iv) Marketing Committee (MARCO), (v) ICT Governance & ESG Committee, (vi) CEO, and (vii) Board Secretary. Evaluation areas: (a) Governance structures (composition, skills, diversity, competencies), (b) Board’s role in governance (strategic direction, corporate governance, policies, accountability), (c) Board dynamics and functionality (operations, workplan, meetings, cohesion, fiduciary duties), (d) Financial reporting, risk management, and internal controls, (e) Compliance management (laws, regulations, ethics, charters), (f) Board relationships with management, committees, and stakeholders. Methodology must be simple, effective, time/cost-saving, and ensure meaningful Board participation. Recommendations to improve Board functioning are required. Expertise in corporate governance, state-owned entity regulations, and board evaluation/assessment is mandatory. Board consists of 11 Trustees + CEO and Board Secretary.
Financial Requirements

Payment terms: full payment within 30 days of substantiated invoice for work completed to satisfaction. Payments are milestone/deliverable-based as per the agreed project implementation plan. Price quoted must remain valid for at least 90 days.
