Evaluation follows a multi-stage process: (1) Compliance: Bidders are disqualified if they fail to meet mandatory requirements (e.g., incomplete tender offer page, pencil-completed documents, faxed submissions, late submissions, state-employed directors, unresolved tax matters with SARS, or non-registration on the Central Supplier Database (CSD)). (2) Technical: Minimum 177 points (60% of 295) required to proceed. Criteria include: - Key returnable documents (Annexures A-I, BBBEE certificate, tax compliance, financial statements, etc.). - Capability of key personnel (e.g., Account Manager with 5+ years in Managed Integrated Backup/DR, Technical Team Manager with 5+ years, Data Recovery Specialists with 5+ years, Backup Services Specialists with certifications, BIA Specialists, Server Administrators with certifications). - Company experience (5+ similar projects in past 5 years scores highest). - Contactable reference letters (must be on client letterhead, signed/stamped, and include project details, value, duration, and performance rating). (3) Price and Preference Points: 80/20 system for tenders up to R50M. Price scored using formula: Ps = 80 x (1 – (Pt – Pmin)/Pmin). Preference points (20 max) awarded for B-BBEE status (5 for >51% black ownership, 10 for >51% women ownership, 5 for SMME EME/QSE). (4) Risk Tolerance: JDA’s Risk Tolerance Framework assesses contractor risk exposure (e.g., contracts exceeding R8M/year or 4 contracts/year, or R12M/2 years or 6 contracts/2 years). Highest-scoring bidder undergoes risk analysis for financial capability, arithmetical errors, and contract value/number thresholds.

Provide Integrated Disaster Recovery (DR) services for 36 months. Scope includes: (1) Managed Integrated Backup and DR Services: - Real-time, daily, weekly, monthly, and annual backups of user data from OneDrive (Office 365) to local storage. - Real-time, daily, weekly, monthly, and annual backups of 18 virtual servers (1TB each) to local storage. - Automatic re-run of failed backups until success. - Real-time replication of local backups to cloud DR. - Proactive daily/weekly/monthly/annual backup and replication status reports. - Encryption and compression of user data and servers before cloud replication. - Remote access to backup application management console. - Quarterly DR tests for servers and user data (4 times/year). - Additional DR tests as required by assurance providers. - Annual Business Impact Assessment (BIA) to align Return Time Objectives (RTO) and Return Point Objectives (RPO) with business needs. - Independent resource to lead DR tests, report results, and recommend improvements. (2) Hardware Specifications: - Local physical backup devices: 2 x 248TB for user data, 2 x 48TB for servers. (3) Cloud-to-Cloud DR Services: - Backups for Sage Intacct, Sage People 300, SharePoint data, and asset software. - All files must be encrypted. (4) Pricing Structure: Submit costs for Year 1, 2, and 3, including: - Managed backup services (setup, licensing, testing, running). - Hardware costs (outright purchase of local backup devices). - Managed services for local backup devices. - DR tests (user and server). - Dedicated secure internet line provision and setup. - Data replication to off-site (user and server). - Total pricing must exclude VAT, with VAT calculated separately. Grand total (VAT inclusive) must be transferred to the offer page.

Pricing must be submitted in the provided tables for Year 1, 2, and 3, with subtotals and grand totals (VAT exclusive and inclusive). Key requirements: - Final total fee must be correctly carried over to the offer page. Only one total should be transferred. - Fees must include all disbursements (typing, reproduction, copying, binding, communications, courier, local travel, accommodation, etc.). - Bidder must have a local office in the City of Johannesburg (JDA will not cover accommodation or travel costs). - Maintenance of servers must be included for the full 36-month contract duration. - Submit 2 hard copies and 1 electronic copy of all tangible deliverables. - Payment terms: Remuneration in accordance with JDA’s Standard Form Agreement.

Mandatory compliance requirements: - Registered on the National Central Supplier Database (CSD). - Valid Tax Compliance Status (CTS) letter from SARS. - Company registration documents (CIPC). - Valid BBBEE certificate (or QSE/EME Affidavit). - Current municipal rates account (or affidavit if not applicable). - Audited financial statements for the past 3 years. - Certified copies of identity documents for directors/partners/members/shareholders. - Completed Annexures A-I (e.g., Business Declaration, Declaration of Interest, POPI Act compliance). - Proof of Professional Indemnity Insurance (R2M). - Valid Microsoft Partner Certificate. - No directors listed on the register of defaulters. - No unsatisfactory performance on previous contracts with JDA or other organs of state in the last 5 years. - No bids from persons in the service of the state. - Consortiums/JVs: Lead consultant must be appointed; submit agreement/Heads of Terms; each member must address compliance requirements. - Subcontracting: No more than 25% of contract value may be subcontracted to enterprises with lower B-BBEE status. - POPI Act compliance required.
