Bidder must be registered on the Central Supplier Database (CSD), have valid tax compliance, provide proof of reseller authorization from each software vendor, and submit all completed/signed Standard Bidding Documents (SBD 4 Bidder's Disclosure, SBD 6.1 Preference Points Claim). Specific goals points require supporting documentation (HDI/Women/Disability ownership ≥51%). Late or incomplete submissions disqualified.

• Objective: To provide a Graphic Designer with industry-standard design software and digital content platform licenses for 12 months.
• Required subscriptions:

• Adobe Creative Cloud All Apps License (Named User, 12 months).
• Figma Professional Plan License (Named User, 12 months).
• Stock Image Platform subscription (e.g., Getty Images, Freepik Premium).
• Creative Asset Platform subscription (e.g., Envato Elements).
• Icon Library subscription (e.g., Flaticon Premium).

• All licenses must include vendor support, software updates, and security patches.
• The supplier must provide proof of reseller authorisation from software vendors.
• License activation and access details must be delivered within five working days of award.

• Provide a detailed cost breakdown using the table in Annex D.
• Items to price: Adobe Creative Cloud All Apps License (12 Months), Figma Professional License (12 Months), Getty Images/Freepik Premium Subscription (12 Months), Envato Elements Subscription (12 Months), Flaticon Premium Subscription (12 Months).
• Include unit price, total price (VAT Excl), VAT at 15%, and total price (VAT Incl).
• Warrant that pricing is error-free and services will be executed at quoted prices.

• Provide a full cost breakdown on your official company letterhead.
• List all additional costs and the conditions when they apply.
• All prices must be VAT inclusive (if VAT registered) and quoted in South African Rand (ZAR).
• No price changes are allowed after an official Purchase Order (PO) is issued.
• Use the provided pricing schedule table to quote for each item.

• Mandatory registration on the Central Supplier Database (CSD).
• Ensure compliance with tax obligations.
• Complete and sign all Standard Bidding Documents (SBDs) and Annexures, including SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim Form).
• Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.
• Specific Goals (B-BBEE) points can be claimed for Historically Disadvantaged Individuals/Companies, Women-owned, and Disability-owned enterprises (all requiring 51%+ ownership). Provide supporting documentation.

• Preference points are awarded for Specific Goals under the Preferential Procurement Regulations 2022.
• Points allocation for the 80/20 system: Historically Disadvantaged Individuals/Companies (51%+ ownership) – 8 points; Women-owned (51%+) – 7 points; Disability-owned (51%+) – 5 points.
• Submit proof/documentation to claim points; failure to do so means no points are awarded.
• The organ of state may verify claims and take action against fraudulent claims, including disqualification, contract cancellation, or restriction from public sector business.

• Postbank’s standard conditions of purchase apply.
• No goods or services may be delivered before an official Postbank Award Letter or Purchase Order is issued. Early delivery may result in non-payment.
• Postbank reserves the right to cancel or reject any quote, not award to the lowest bidder, award parts to different bidders, or not award at all.
• Postbank may procure from more than one service provider based on stock/service availability.
• Bidders must adhere to the General Conditions of Contract as prescribed by National Treasury (refer to provided link).

• Maintain updated business information with Postbank.
• Complete and sign all Annexures and Standard Bidding Documents.

• The bid is evaluated in two phases: Mandatory Requirements (compliance check) and Price & Specific Goals (80/20 scoring).
• Specific Goals points are awarded for ownership by Historically Disadvantaged Individuals/Companies, Women, and Persons with Disabilities (all requiring 51%+ ownership).
