Scope: Landside and airside herbicide application and alien vegetation maintenance at Chief Dawid Stuurman Airport for a period of 36 months.

Mandatory technical requirements:

• Possess a Herbicide Use and Application Certificate from an authorising body (e.g., Department of Agriculture). This can be a company or key personnel registration.
• Be a CIDB contractor with a grading of 1SH or higher.

Experience requirements:

• Provide proof of company experience through completion certificates or letters on client letterhead.
• Experience must be in herbicide application, grass cutting, vegetation control, gardening services, or tree cutting.
• References must be contactable and letters must include: client’s name, contract description, contract value, client/client’s representative details, and signature.

Experience evidence requirements:

• Provide letters for contracted works completed in the past 10 years (2016 to date).
• Letters must include: client’s name, contract description, contract value, client/client’s representative details, and signature.
• Untraceable references or irrelevant submissions will score 0 points.

• Contract is based on CIDB Standard Conditions of Tender (Annex C of CIDB SFU).

• Pricing must be fixed for the full 36-month contract duration; no contract price adjustments or foreign fluctuations.
• Include all duties and taxes (except VAT) in rates/prices. Show VAT separately as an addition.
• Rates and prices must be stated in Rand.
• The successful bidder may be required to submit securities, bonds, guarantees, policies, and certificates of insurance before contract formation.

• Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate. If no PIN, provide Central Supplier Database (CSD) number. In joint ventures, each party must submit separate proof.
• B-BBEE: Points awarded per the Preferential Procurement Regulations 2022. Provide proof via sworn affidavit or SANAS-accredited B-BBEE certificate (for JVs, a consolidated certificate is required).
• CIDB Registration: Must be a CIDB contractor with a grading of 1SH or higher.
• Foreign Suppliers: If not resident in RSA and without a branch, permanent establishment, income source, or tax liability in RSA, registration for a SARS TCS PIN is not required.
