• Submit your quotation via email only. Proposals submitted via a link or file transfer (e.g., 'we transfer') will not be accepted.
• The closing date and time is 15 July 2026 at 11:00 am. No late submissions will be accepted.
• It is your responsibility to ensure SABS receives your quotation on time.
• You must include these mandatory documents with your quotation:

• National Treasury Central Supplier Database (CSD) registration report.
• A valid B-BBEE certificate or Sworn Affidavit (to claim specific goals).
• SBD 4 Bidders Disclosure Form.
• SBD 6.1 Preference points claim form in terms of the Preferential Procurement Regulations 2022.

Bidders must meet functionality scoring (minimum 75%) across: company experience in SOE benchmarking (25%), methodology/project plan (30%), references (15%), and access to benchmarking data sources (30%). Must be registered on National Treasury CSD and submit required SBD forms. Bidders scoring below functionality threshold will not proceed to preference points evaluation.

• Scope: Conduct a comprehensive benchmarking exercise on management fee structures for SABS and its subsidiary, SABS Commercial SOC.
• Objectives:

• Obtain market intelligence on management fee structures.
• Assess pricing methodologies for intercompany services.
• Develop an appropriate methodology.
• Ensure compliance with PFMA principles, National Treasury measures, transfer pricing best practices, and taxation legislation.

• Key Deliverables:

• Inception Report (methodology, data sources, assumptions).
• Benchmarking report.
• Assessment of existing cost allocation model.
• Recommended management fee model.
• Governance framework for implementation.
• Risk considerations.

• Service Provider Requirements:

• Access to credible, up-to-date benchmarking data sources (local, regional, global).
• Experience working with government, state-owned entities, or regulatory bodies.
• References from at least three similar projects in the last five years.

• You must propose a methodology considering common approaches: Cost-plus, Fixed fee, Revenue-based, Activity-based costing, Hybrid models, and industry norms.
• Your proposal must include a high-level project plan with clearly defined deliverables, methodology, and timelines.
• You must provide guidance on governance and compliance, including documentation, SLAs, audit expectations, and alignment with PFMA and tax legislation.

• You must have experience working with government, state-owned entities, or regulatory bodies.
• You must provide references from at least three similar projects completed in the last five years.
• You must demonstrate proven expertise in benchmarking projects for State-Owned Entities.

• Your quotation must be all-inclusive of VAT and specify if fees are fixed or regulated.
• Include all applicable costs: transportation, disbursements.
• For fixed prices involving foreign currencies, provide for forward cover.
• Pricing will be evaluated as part of the 80/20 preference points system after functionality is passed.

• General Compliance:

• This RFQ does not constitute a contract. SABS reserves the right not to select any bidder.
• Your quotation must remain valid for 120 days from the closing date, extendable by SABS.

• Confidentiality: You must treat this RFQ document and related information as confidential, covered by a non-disclosure agreement to be signed.
• No Contract: This RFQ does not commit SABS to any contract. SABS may reject any submission or choose not to select a bidder.
• Validity: Your quotation must remain valid for 120 days. SABS may extend this period by 60 days unilaterally.
• Bidder's Terms: SABS will not be bound by any contractual terms included in your quotation.
• Advance Payment: No upfront payments will be made.

• The 80/20 preference point system applies for this tender.
• Points are awarded for Price (80 points) and Specific Goals (20 points).
• You must submit supporting documentation (e.g., B-BBEE certificate) with your bid to claim points for specific goals; failure to do so means you claim zero points.
