• Submit your bid via email to [email protected] by the closing date and time.
• Bids must be delivered by the stipulated time; late bids will not be considered.
• Use the official forms provided (do not re-type) or the manner prescribed in the bid document.
• The quotation must be on company letterhead, stamped, and include: physical address, telephone numbers, company registration number, VAT registration number (if VAT claimed), date, and signature.
• The quotation must be valid for 30 days.
• Indicate your delivery period in the quotation.
• Quote on all requested items and quantities; quoting on fewer items/quantities will invalidate your quotation.
• All bids must be accompanied by SBD 4 (Bidders Disclosure); failure will result in disqualification.
• The successful bidder will be required to fill in and sign a written contract form (SBD7).

Bidders must be tax compliant (provide SARS PIN or CSD number) and not be persons in service of the state or companies with state-employed directors. Foreign suppliers must complete a questionnaire regarding RSA residency/taxation. B-BBEE status verification is required for preference points. Bids quoting fewer items/quantities than requested will be invalid. All bids require SBD 4 disclosure form.

• Supply the following computer spares in the specified quantities:

1. 32 GB DDR5-6000 or higher CL30 Memory Kit (2 x 16GB), AMD EXPO Ready – 8 units.
2. AMD Ryzen 7 9700x CPU – 2 units.
3. 750W Fully Modular 80Plus Gold power supply – 2 units.
4. Samsung 990 Pro 2TB Gen4 NVME SSD – 10 units.
5. Nvidia RTX 5060 TI 16GB OC graphics card – 2 units.

• Confirm if your offer is strictly to specification (Yes/No).

• Pricing must be inclusive of VAT.
• Payment will be effected within 30 days on receipt of an original invoice and statement.
• No bid bonds or guarantees are mentioned.

• Submit a valid Tax Clearance Certificate (original) for goods/services valued at R30,000 or more; failure may invalidate your offer.
• Provide your Tax Compliance Status (TCS) PIN from SARS, or if not available, your Central Supplier Database (CSD) number.
• If registered on the CSD, provide your CSD registration number; failure will invalidate your bid.
• For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number.
• Submit a B-BBEE Status Level Verification Certificate or sworn affidavit to qualify for preference points.
• Foreign suppliers must complete a questionnaire; if answer is 'No' to all questions, TCS PIN registration is not required.
• Service providers must submit a certificate of good standing with the Workmen's Compensation Fund (where applicable).
• Submit a Health and Safety file (where applicable).
• Bidders must not be persons in the service of the state, companies with directors in the service of the state, or close corporations with members in the service of the state.
• Complete and submit SBD 4 (Bidders Disclosure) form.

• Service providers must submit a Health and Safety file where applicable.
• Submit a certificate of good standing with the Workmen's Compensation Fund where applicable.

• The successful bidder must sign a written contract form (SBD7).
• The bidder certifies that information provided is true and correct, and preference points claimed are in accordance with general conditions.
• If specific goals are claimed fraudulently or contract conditions not fulfilled, the organ of state may:

• Disqualify the bidder from the tendering process.
• Recover costs, losses, or damages.
• Cancel the contract and claim damages.
• Recommend restriction from doing business with any organ of state for up to 10 years.
• Forward the matter for criminal prosecution.

• The 80/20 preference point system applies: 80 points for price, 20 points for B-BBEE status level.
• Price points calculated as: Ps = Points scored for price, Pt = Price of tender under consideration, Pmin = Price of lowest acceptable tender.
• B-BBEE status level points awarded per the table: Level 1 (20 points), Level 2 (18), Level 3 (14), Level 4 (12), Level 5 (8), Level 6 (6), Level 7 (4), Level 8 (2), Non-compliant (0).
• Bidders must submit proof of B-BBEE status level (certificate or affidavit) to claim points.
• The organ of state may require substantiation of claims at any time.
