Mandatory compliance requirements (failure results in immediate disqualification): Team Leader must have Town & Regional Planning qualification and SACPLAN registration with 5+ years post-registration experience; must provide 3 City of Tshwane appointment letters and completion certificates (signed by City Manager, on municipal letterhead, not older than 2023); all key personnel (Environmental Practitioner, Geotechnical Specialist, Land Surveyor) must have 3+ years relevant experience; must submit comprehensive work implementation plan and methodology.

• Scope: Provide professional town planning services for rezoning part of portion 43 of farm Vlakfontein 453 JR from Undetermined to Cemetery in City of Tshwane.
• Key tasks:

• Draft power of attorney for GDARD.
• Retrieve title deed and Surveyor General diagram.
• Address restrictive conditions (if applicable).
• Delineate cadastral boundaries and develop site plan.
• Conduct basic geotechnical investigations.
• Prepare and submit rezoning application per City of Tshwane bylaws and land use scheme.
• Apply for Section 24G environmental exemption from Gauteng Department of Environment.

• Project duration: 12 months from appointment letter to final delivery.
• Deliverables:

• Project inception report (within 1 week of kick-off).
• Monthly status reports.
• Proof of submitted rezoning application.
• Site plan, geotechnical report, environmental exemption, rezoning approval letter.
• Map diagrams and gazette proclamation.

• Mandatory experience/qualifications:

• Team Leader: Degree/diploma in Town and Regional Planning, SACPLAN registration with 5+ years post-registration experience.
• Provide three City of Tshwane appointment/completion certificates (not older than 2023).
• CVs and qualifications for key personnel (Environmental Practitioner, Geotechnical Specialist, Land Surveyor) with minimum 3 years experience each in rezoning applications.

• Provide a cost schedule itemising:

• Town Planning, Project Management, Disbursements.
• Land Surveying.
• Geotechnical Report.
• Environmental Exemption.

• Include total professional fees, VAT (15%), and subtotal.
• Proposal must be comprehensive and based on your investigation.

• Provide a comprehensive financial proposal based on your investigation and experience.
• Use the provided cost schedule to itemise fees for:

• Town planning, project management, and disbursements.
• Land surveying.
• Geotechnical report.
• Environmental exemption.

• Include total professional fees, VAT (15%), and subtotal.
• Prices must be firm, inclusive of VAT, and valid for 60 days.
• Indicate any price escalation conditions clearly.
• Your submission confirms understanding of the scope and indemnifies GDARD against omissions.

• Mandatory requirements (non-compliance leads to disqualification):

• Team Leader must hold a degree/diploma in Town and Regional Planning.
• Team Leader must be registered with SACPLAN with minimum 5 years post-registration experience.
• Submit three appointment letters and completion certificates from City of Tshwane Metropolitan Municipality, signed by City Manager, on official letterhead with contact details, dated not older than 2023.
• Provide CVs and qualifications of key personnel (Environmental Practitioner, Geotechnical Specialist, Land Surveyor) with minimum 3 years relevant experience each.
• Submit approach, methodology, work plan, and process.

• General compliance: Submit SBD4 bidder disclosure form and SBD6.1 preference points claim form.
• B-BBEE: Preference points claimed for specific goals (ownership by black persons, women, youth, persons with disabilities).

• Key environmental task: Apply for exemption of Environmental Authorisation (Section 24G) under NEMA with Gauteng Department of Environment.
• Deliverable: Section 24G Environmental exemption certificate.

• General Conditions of Contract as per National Treasury apply.
• GDARD reserves the right not to accept any offer in full or part.
• Contract duration: 12 months from appointment.
