Invitation to bid for the appointment of a Designated Aviation Medical Examiner (DAME) to provide medical examinations for SANParks flight crew based in Kruger National Park. Scope: Provide Designated Aviation Medical Examiner (DAME) services for SANParks flight crew based in Kruger National Park.

Aviator categories & required exams:

• Light Sport Aircraft pilots – Class 4 (annual)
• Fixed‑wing & helicopter commercial pilots – Class 1 (bi‑annual)
• Drone pilots (RPL) – Class 4 (annual)
• Private pilots – Class 2 (annual)

Estimated volume: ~21 pilots per year (6 commercial, 14 LSA/Drone, 1 private). Ability to handle 2‑4 pilots per day during peak periods.

Deliverables per exam:

• Signed temporary SACAA medical certificate issued to the pilot immediately.
• Electronic upload of full medical record, ECG, lung function, audiometry to SACAA AvMed system within 24‑48 hours.

Special conditions: No work may commence until a SANParks Purchase Order is received. Service provider must comply with SACAA regulations and SANParks internal rules when on‑site.

Pricing (inclusive of 15 % VAT) to be quoted per pilot:

1. Class 1 (Commercial) full exam – per pilot.

2. Class 4 (LSA/Drone) full exam – per pilot.

3. Class 2 (Private) full exam – per pilot.

4. Urgent/stand‑by exam (48 h) – per pilot (optional).

5. Travel/mobile service – per visit (optional; if no price is given, it will be treated as a zero‑rate service).

All prices must be firm for 90 days after the closing date. Total contract spend is capped at R 999 000 inclusive of tax.

Pricing schedule (SBD 3.1) – all amounts inclusive of 15 % VAT and quoted in ZAR:

1. Class 1 (Commercial) medical exam – per pilot

2. Class 4 (LSA/Drone) medical exam – per pilot

3. Class 2 (Private) medical exam – per pilot

4. Urgent/stand‑by exam (48 h) – per pilot (optional)

5. Travel/mobile service – per visit (optional; if no price is given, it will be considered a zero‑rate service).

Total contract value capped at R 999 000 inclusive of tax.

Quoted prices are firm for 90 days after the closing date.

Payment: within 30 days of receipt of a valid invoice after service delivery, in accordance with the PFMA.

SANParks may negotiate price or terms with the preferred bidder before award.

Mandatory compliance documents (to be submitted with the bid):

• Certified copy of the practitioner’s HPCSA registration.
• Proof of valid DAME designation issued by the South African Civil Aviation Authority.
• Professional indemnity / examiner liability insurance certificate.
• Public liability insurance certificate.
• Tax compliance: SARS PIN (or printed TCS certificate) and/or CSD registration number. Each consortium member must provide its own proof.
• B‑BBEE verification: certified B‑BBEE level certificate or sworn affidavit completed as per the instructions.
• Registration on the Central Supplier Database (CSD) – proof of registration required.

Failure to provide any of the above may result in disqualification.

All personnel must comply with SANParks internal health, safety and security rules while on‑site. The service provider must hold valid public liability insurance and ensure that any travel to SANParks airfields follows the organisation’s safety protocols. Any breach of OHS requirements may result in contract termination.

When providing on‑site services, the provider must adhere to SANParks environmental management legislation, including waste disposal and minimisation of impact on protected areas. Conservation fees apply on entry to the park.

The contract will be governed by the General Conditions of Contract (GCC) and the Special Conditions of Contract (SCC) appended to this RFQ. Key terms include:

• Duration: open‑ended until the cumulative spend reaches the R 999 000 cap.
• Performance security: to be provided within 30 days of award as specified in the SCC.
• Delivery: Services may not commence until a SANParks Purchase Order is issued.
• Inspection & acceptance: Records must be uploaded to the SACAA system within 24‑48 hours; non‑conforming services may be rejected.
• Termination: SANParks may terminate for default, non‑performance, or breach of statutory obligations, with penalties as per GCC clauses 22‑23.
• Force majeure and insolvency provisions follow GCC clauses 25‑26.
• Dispute resolution: mediation followed by South African courts as outlined in GCC clause 27.
• Governing law: South African law; contract language English.

Two‑stage evaluation (PPPFA):

1. Mandatory Requirements – all required forms and compliance documents must be complete; otherwise the bid is disqualified.

2. Price & Preference – 80 % of the score is based on price (lower price scores higher using the 80/20 formula), 20 % on Specific Goals (geographical proximity to Kruger gates). Proof of address must be submitted to claim Specific Goal points. The total possible score is 100 points.
