Supply and delivery of sans/iso-compliant laboratory reagents to overberg water board (36-Month contract)

Overberg Water Board is a Water Services Institution (Schedule 3B of the Public Financial Management Act, 1999) operating under the Water Services Act, 1997. It supplies potable water to rural and surrounding areas of Cape Agulhas, Theewaterskloof, and Hessequa. This tender covers the supply and delivery of laboratory reagents for a 36-month period on an 'as and when required' basis.

Late submissions will not be accepted. All six (6) Returnable Schedules must be fully completed, signed, and returned with the quotation. Failure to submit all required schedules may result in rejection or non-responsiveness. Quotations must include the quotation number and description on the envelope.

Unable to extract eligibility criteria

Supply and deliver laboratory reagents conforming to SANS/SABS and ISO standards. Key items include: Microbiological test kits (Coliforms, E. coli, HPC), sterile vessels, chemical reagents (Sulphuric Acid, Phenolphthalein, Methyl Orange, EDTA, etc.), and buffer solutions. All hazardous substances must include a Material Safety Data Sheet (MSDS) per ISO11014 or ANSIZ400.1.1993. Deliveries must occur between 08:00–16:00 within 5 working days of order placement. Suppliers must ensure access to delivery points.

Pricing Schedule (Returnable Schedule 2) must be completed in full. Prices must be exclusive of VAT (VAT shown separately), fixed, and independent of exchange rates. The schedule includes two groups (A and B); bidders may quote on one or both but must quote all items within a group to avoid non-responsiveness. Include contingencies (10%), VAT (15%), and escalation for Years 2 and 3 (CPI @ 3.2% + additional %). Total bid price = Subtotal A + Contingencies + VAT + Escalation. Errors in pricing or calculations are the supplier’s risk. Bid validity: 60 days post-closing date.

Pricing must be fixed, exclusive of VAT (VAT to be shown separately), and independent of exchange rates. The Pricing Schedule (Returnable Schedule 2) must be fully completed with correctly calculated totals. Bidders not registered as VAT vendors may not charge VAT. Prices must cover supply, delivery, and offloading. Payment terms: Monthly cycle (invoices dated by the 20th paid between 23rd–26th of the next month). No advance payments will be made. Bid validity: 60 days post-closing date.

Mandatory: Registration on the National Treasury Central Supplier Database (CSD). Submit valid B-BBEE Certificate or sworn affidavit (for EMEs/QSEs). Complete all Returnable Schedules (SBD1, SBD4, SBD6.1, Pricing Schedule, B-BBEE Certificate, CSD Report, Certificate of Authority for Signature, ID copy of authorized individual, CIPC Certificate). COIDA compliance: Submit Letter of Good Standing or proof of cover with a licensed insurer. Joint ventures must submit a Joint Venture Agreement and individual compliance documents for each member.

Suppliers of hazardous chemicals must provide a Material Safety Data Sheet (MSDS) per ISO11014 or ANSIZ400.1.1993, including: product/company identification, composition, hazards, first-aid, fire-fighting, accidental release measures, handling/storage, exposure control, physical/chemical properties, stability/reactivity, toxicological/ecological information, disposal, transport, and regulatory details. Emergency contact details for hazardous substance incidents must be provided. Suppliers must ensure safe handling and compliance with all relevant OHS regulations.

Contract commencement: Date of purchase order/letter of appointment issuance. Supplier works at own risk before this date. Overberg Water reserves the right to: terminate the contract for non-compliance with specifications or delivery failures (60-day deadline), cancel the proposal if requirements are unmet, and reject non-responsive bids. No advance payments. Payment cycle: Monthly (23rd–26th) or mid-month (10th–13th) if approved. Suppliers must comply with Basic Conditions of Employment Act and maintain insurance for goods against loss/damage during manufacture, transport, storage, and delivery. Proof of insurance required.

The 80/20 preference points system applies. Price accounts for 80 points (lowest acceptable bid scores highest). Specific Goals account for 20 points, allocated as follows: Women Ownership (5), Disability Ownership (5), Youth Ownership (5), Location in Western Cape (2), B-BBEE Level 1–2 contribution (3 for QSE/EME). Bids are evaluated in three phases: Administrative Requirements, Mandatory Requirements, and Price + Specific Goals. Failure to meet mandatory requirements (e.g., incomplete Returnable Schedules) results in disqualification.
