Armscor Dockyard provides maintenance, docking, and undocking services for the South
African Navy's vessels and offers similar services for commercial vessels. The Dry Dock
and Syncrolift are the primary facilities used for these operations. A key requirement when
docking a vessel is the building of its cradle, which consist of bilge and keel blocks cradles.
The Bilge Block cradles are critical docking support structures used to support vessels
safely during docking operations. The structures must be designed and manufactured to
withstand operational loads, marine environmental conditions, and repeated usage cycles
A qualified service provider is required to manufacture and supply Armscor dockyard with
8 Bilge block cradles, the scope of this requirement includes but not limited to verification
of existing design drawing, fabrication of bilge block cradles and engineering design
drawings. The service provider shall provide all labour, materials, tools, equipment and
services necessary to complete the scope in full compliance with this SOW.

1. Introduction
This Annexure A β Statement of work(SOW), defines the technical, functional, quality, and
delivery requirements for the design, manufacture, inspection, testing, and delivery of Bilge
Block Cradles(Long Arms) for Armscor Dockyard.

2.4. General Requirements
2.4.1. All structural steel shall be minimum ASTM-TYPE A-36 or equivalent. Higher
grade materials such as EN 10025 S355 JR may be used if quoted on prior to
approval by Armscor. The steel selection shall consider environment
conditions, application, availability, fabrication requirements and cost
optimisation. Armscor reserves the right to not proceed with the order if the
materials proposed are not suitable
2.4.2. Magnetic Particle Inspection (MPI)shall be conducted on all welds

lever arch file with an index as the list below; two hardcopies to be delivered.

Compliance Requirements

The service provider will be responsible for the following: 2.1. Design and Engineering Requirements 2.1.1. The contractor shall verify that the existing 2D imperial drawing provided by Armscor matches the physical bilge block cradle currently in service. Any discrepancies shall be documented and submitted to Armscor for review and approval prior proceeding with the manufacturing process. 2.1.2. Produce a new and updated 2-D and 3-D engineering drawing (metric) of the Bilge block cradle made with SolidWorks as that is the primary drawing software used by Armscor Dockyard, an alternate software usage may be considered if it is interoperable with SolidWorks. 2.1.2.1. Drawings must comply with modern engineering drafting standards (ISO/SANS standards) 2.1.2.2. Drawings shall include the following: 2.1.2.2.1. General arrangement 2.1.2.2.2. 12.3.2 Local content and production
a. Local Content and production refers to the mandate where a minimum stipulated percentage of
goods, services or inputs be locally sourced and manufactured within South Africa to boost the
local industry, create jobs and develop industrial capacity.
b. The DTIC designate and determine a stipulated minimum threshold for each sector which is
designated
c. The complete list of sectors and sub-sectors which are designated for local production with
minimum local content threshold can be found on the website of the department of trade,
industry & competition via the link below.

d. The bidder shall submit with the bid documents a completed annexure c, d & e and an exemption
letter from the DTIC and a letter from the manufacturer.
12.3.3 Locality
a. The bidder must submit the municipality bill/local councillor letter (must be not be older than 3
months).
i. In an event where the bidder is the lessee, the municipality bill and the lease agreement
must be submitted.
ii. In an event where the bidder owns the property, the municipality bill must be in the name
of the bidder/owner of the property.
12.3.4 Verification of bidders information
The Armscor reserves the right to require a bidder and/or its sub contractor(s) to substantiate
any claim at any stage in the bidding process to verify and confirm the specific goals claim of
the bidder and/or its sub-contractor(s).
12.3.5 Armscor reserves the right to:
