Manufacture of chemicals and chemical products Tenders

Submit the following returnable documents: Signed Form of Offer and Acceptance, Schedule of Deviations (if applicable), CIDB registration certificate, tax clearance certificate, B-BBEE certificate, proof of insurance, and any other documentation specified in the Contract Data. Submit within the tender validity period. All documents must be signed by an authorised representative. Failure to submit required documents may result in disqualification.

Submit a complete Quality Assurance plan aligned with ISO 9001:2008 for Eskom’s approval. This plan must include: inspection and test plans, material quality inspections, and quality-related record-keeping. For every delivery, provide: a Certificate of Analysis (COA) and a 16-point Safety Data Sheet (SDS) corresponding to the specific batch number of each chemical. Ensure all chemicals are tested and inspected before delivery. Transport chemicals from your facility to Grootvlei Power Station at your own cost. Provide storage and preservation requirements for each chemical supplied.

Submit in dual format: (1) Physical: sealed outer envelope containing two separate sealed envelopes (Technical Proposal and Pricing Proposal) to PPECB Tender Box, Main Reception, PPECB Head Office, 45 Silwerboom Avenue, Plattekloof, Cape Town, 7500. Mark outer envelope: 'RFP/LAB/CHEMICALS/2026/06 - Supply and Delivery of Laboratory Chemicals for PPECB'. (2) Electronic: via Microsoft OneDrive, shared with [email protected] and [email protected]. Electronic files must include PDF (signed) + EXCEL pricing matrix (unencrypted). Deadline: 24 June 2026, 16:30. Late submissions disqualified. Technical Proposal (Envelope 1): No pricing allowed (automatic disqualification if included). Pricing Proposal (Envelope 2): No technical info allowed. Required forms: SBD1, SBD4, SBD6.1, signed cover letter, technical proposal, specification document, B-BBEE certificate, tax compliance certificate. Joint ventures must include JV agreement, tax certificates for all members, shareholder/ID proofs, and company registration certificates. Structure electronic submission in same sequence as physical submission, with folders named accordingly.

Submit bids as follows: (1) One original hard copy and (2) one scanned PDF copy on a flash drive with all exhibits and forms. Bids must be sealed with supporting documents, externally endorsed with the contract number (TS005/2026) and full description. Place in the tender box on the Ground Floor, Dihlabeng Local Municipality, 9 Muller Street, Bethlehem, 9700 by 12:00 on 24 June 2026. All items in the Bill of Quantities must have a rate/amount entered—missing rates will disqualify the bid. Documents must be completed in blank ink, with corrections countersigned. Bid documents are available from 12:00 on 19 May 2026 at the same address (R1000 non-refundable fee) or free via the E-Tender Portal.
