Late or incomplete submissions will be disqualified. Required returnable documents: Quotation on company letterhead, completed and signed SBD 4 (Declaration of Interest), SBD 1 (Part A & B), POPIA consent form, SBD 6.1 (Preference Points Claim Form), copy of CSD Report or MAAA Number, facilitator’s CV and qualifications, proof of accreditation (for the bidder and facilitator), and any additional information requested.

Evaluation follows a 4-phase process: Phase 1: Mandatory Requirements - Bidder must provide proof of accreditation with relevant bodies and facilitator accreditation. Failure to meet these disqualifies the bid. Phase 2: SCM Administrative Requirements - Submit CSD/SARS PIN proof, SBD 4, SBD 1, POPIA consent form, SBD 6.1, and facilitator’s CV/qualifications. Missing documents may disqualify the bid. Phase 3: Compliance with RFQ Specifications - Quoting fewer items/quantities or non-compliance with specifications invalidates the quotation. Phase 4: Price and Specific Goals Scoring - Price (80 points, inclusive of VAT) and Specific Goals (20 points). Specific Goals: 5 points for 100% Black Owned Enterprises, 5 points for 100% Disabled Owned Enterprises, 10 points for 100% Youth Owned Enterprises. Proof of claims required (ID copies, CSD report, medical certificate). Tax compliance verified via CSD or SARS e-Filing.

Scope: Provision of a 5-day Environmental Management Training course for Trade & Investment KwaZulu-Natal staff members. Delivery: Online (virtual) by a suitably qualified facilitator. Course content must include: Foundations in environmental management, environmental management systems, assessing environmental aspects and impacts, planning for and dealing with environmental emergencies, environmental impact analysis, control of waste and land use, sources and use of energy and energy efficiency, control of environmental noise. Assessment and Certification: Delegates must undergo an assessment or examination to receive certificates of competency.

Price quotations must be inclusive of all applicable taxes (including VAT). Pricing weighs 80 points in the evaluation. No other financial requirements (e.g., bonds, guarantees) are specified.

Mandatory: CSD registration or SARS PIN, completed SBD 4, SBD 1, POPIA consent form, SBD 6.1, facilitator’s CV and qualifications, proof of accreditation (bidder and facilitator). Tax compliance verified via CSD or SARS e-Filing. Bidders must not be listed in the Register for Tender Defaulters or List of Restricted Suppliers. No bids accepted from persons in the service of the state or entities with directors/members in the service of the state.
