Supply and delivery of promotional material (beaded lanyards, coffee cups, shopping bags, lapel pins, power banks) to the department of forestry, fisheries and the environment

• Required returnable documents: Completed and signed SBD documents (SBD 4 and SBD 6.1), your formal quotation, and a CSD report.
• Late submissions will not be accepted. Quotations received after the closing date and time will be disqualified.
• The price validity period is 90 days from the RFQ closing date. The department may extend this period via written notice; you must respond in writing to be considered further.

Registered on Central Supplier Database (CSD) with valid MAAA number. Tax compliant (verified via CSD/SARS). Not listed on National Treasury's restricted supplier database. No state employees or conflicted parties (per SBD 4 declaration). Foreign suppliers must meet RSA tax liability criteria. Must quote according to specifications in Annexure A.

• Scope: Supply and delivery of promotional items as per Annexure A.
• Items required (300 units each):

1. Beaded South African Flag lanyard (handmade, art deco style, 56mm length).
2. 350ml collapsible leak-proof travel silicone coffee cup (PP + food grade silicone, pink/blue/purple).
3. Wooden button eco shopping bag (khaki jute, regular size).
4. South African Flag lapel pin badge (metal, gold, pin clip).
5. 10000mAh wireless fast charging power bank (3 USB ports, LED light, lithium-ion).

• All items must be branded with the SA flag/logo and theme. Artwork will be provided to the winning supplier; branding will be screen print.
• Pictures/brand names in the specification are for illustration; similar or equivalent specifications are acceptable.

• No specific prior experience or key personnel qualifications are stated as mandatory requirements.
• However, bidders will be disqualified for submitting fraudulent information, including false claims about experience or B-BBEE credentials.

• Provide a detailed quotation on company letterhead with item descriptions, quantities, unit prices, and totals.
• All prices must be firm and inclusive of 15% VAT (where applicable).
• The quotation must include your banking details.
• All delivery costs and applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included in the bid price for delivery to the specified address.
• No bonds or guarantees are mentioned.

• You must be registered on the Central Supplier Database (CSD) and provide your CSD (MAAA) number with your submission.
• Tax Compliance: You must be tax compliant. Provide your SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate. If no TCS PIN is available but you are registered on the CSD, provide your CSD number.
• B-BBEE: To claim preference points, submit a SANAS/CIPC accredited B-BBEE certificate or a sworn affidavit indicating ownership by historically disadvantaged persons.
• Ownership: Submit a CIPC-issued Ownership Certificate.
• SBD Documents: Complete and sign SBD 4 (Disclosure) and SBD 6.1 (Preference Points Claim).
• Foreign Suppliers: If you are a foreign-based supplier with no residency, branch, permanent establishment, income source, or tax liability in RSA, you do not need a TCS PIN.
• Persons in the service of the state, or companies with directors/members in the service of the state, are not eligible to bid.

• The successful bidder will be required to sign a written contract form (SBD7).
• The contract is subject to the General Conditions of Contract (GCC) and any special conditions.
• The department reserves the right to negotiate price with the recommended service provider without offering the same opportunity to others.
• The department is not bound to accept the lowest price or any offer, and may accept an offer in full or in part.
• No goods or services may be delivered before an official purchase order or formal appointment letter is received from the department.
• Failure to deliver within agreed timelines may result in order cancellation and possible listing on the National Treasury's Database of Restricted Suppliers.
• The department follows the Protection of Personal Information Act (POPIA) and will treat bidder information as confidential, processing it only for evaluation and award purposes.
