• Attach all compulsory returnable documents: 1. Original valid Tax Clearance Certificate or valid SARS PIN. 2. A valid B-BBEE certificate or a sworn affidavit compliant with B-BBEE Practice Guide (non-compliant affidavit scores zero). 3. Municipal rates and taxes account statement not older than 90 days in arrears. 4. Signed Declaration of Interest (MBD 4). 5. Declaration of Bidder’s Past Supply Chain Management Practices (MBD 8). 6. Certificate of Independent Bid Determination (MBD 9). 7. Proof of CSD registration (MAAA Supplier Number). 8. Preference Points Claim Form (MBD 6.1). 9. Company registration documents with ID copies of directors/shareholders.

Bidders must not be in the service of the state, not be blacklisted by National Treasury, and must have no history of abusive supply chain practices. They must have a valid tax clearance certificate/SARS PIN. Joint ventures require a signed agreement. Bidders must attend the compulsory site briefing.

• Deliverables: 1. Supply and installation of 7 units of 5-litre hydroboils. Specifications: Stainless steel white epoxy-coated instant boiling water unit. Two-way, complete with twin chamber technology. Includes thermal thermostat and thermal cut-out to protect against over-boiling and complications during water supply interruption. 2. Supply and delivery of 2 urns (10-litre and 5-litre).

• The bidder must declare that neither they nor their directors have municipal debts over three months in arrears.

• You must submit a firm pricing schedule (MBD 3.1). Non-firm prices or prices subject to exchange rate variations will not be considered.
• Your total bid price must include all applicable taxes: VAT, PAYE, income tax, UIF contributions, and skills development levies.
• All delivery costs must be included in the bid price for delivery to the prescribed destination.
• If different delivery points influence pricing, submit a separate pricing schedule for each point.
• The bidder must declare that neither they nor their directors owe any municipal rates, taxes, or charges that are more than three months in arrears.

• You must be registered on the Central Supplier Database (CSD).
• Submit a valid B-BBEE certificate or a sworn affidavit compliant with the B-BBEE Practice Guide. A non-compliant affidavit will be scored zero.
• Submit a valid Tax Clearance Certificate or valid SARS PIN.
• Submit company registration documents with ID copies of all directors/shareholders.
• Submit a municipal account statement or valid lease agreement not older than 3 months and not in arrears for more than 90 days.
• Complete and sign all compulsory MBD forms: MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination).
• No bid will be considered from persons in the service of the state.
• No bidder who is blacklisted by National Treasury or any national authority for non-performance will be considered.
• If applicable, submit a properly signed Joint Venture Agreement.

• A compulsory site briefing/visit is required on 17 July 2026 at 10:00 at Northern Works.
• You must wear appropriate safety PPE (Personal Protective Equipment). No PPE, no site entry.
• You must quote for a safety file as part of your submission.
• Minimum safety requirements are attached to the document for compliance.

• The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract.

• The 80/20 preference point system applies.
• 80 points for price, 20 points for Specific Goals per PPPFA 2022.
• The system applicable is the 80/20 system for contracts up to R50 million (all taxes included).
• Points are awarded only for Price and Specific Goals.
• Failure to submit proof for Specific Goals means you forfeit those points.
• The organ of state may require verification of any preference claims.
