• Submit the quotation via the e‑tender portal (https://www.etenders.gov.za/) – search by Johannesburg Water and RFQ reference JW18BZ2026.
• Use your own company letterhead; do NOT use the JW template.
• Include your visible email address on the quotation.
• All quotations must be uploaded in PDF format (MS Word/Excel files are not accepted).
• Prices must be quoted per unit, exclusive of VAT; indicate if VAT is not applicable and ensure the total includes VAT where required.
• Attach a valid lease agreement or municipal account showing no arrears >90 days.
• Provide a sample of each PPE item (items 1‑4) – 4 samples total.
• Quote the RFQ reference in the email subject line if emailing.
• Quotations received after the closing time (13 Feb 2026 12:00) will be rejected.
• Ensure the quotation is signed by an authorised signatory and includes the supplier’s CSD number.

• Scoring follows an 80/20 system: 80 points for price, 20 points for specific goals (PPPFA 2022).
• Technical evaluation (40% of the 20 points) – vendor’s understanding of specifications.
• Technical evaluation (40% of the 20 points) – provision of a PPE brochure with specifications.
• Technical evaluation (20% of the 20 points) – stated delivery period.
• Preference points: SMME (EME or QSE) – up to 51% of the specific‑goals points if the bidder is black‑owned as defined.
• Preference points must be claimed on the MBD 6.1 form with supporting BBBEE evidence.

Supply and delivery of specialised PPE as follows: 1. 15 cal arc‑conti‑suits (2‑piece pant & jacket) with winter jackets – 2‑piece, 15 cal/cm², 88% cotton/12% nylon, navy blue, City of Johannesburg & JW logo silk‑screened on chest, flame‑retardant reflective strips (50 mm) on elbows/knees, concealed FR zip, Velcro closures, triple‑needle seams, rib cuffing, pockets as described. Sizes and quantities listed in the document. 2. Matching winter jackets for the 15 cal suits – sizes and quantities as listed. 3. D59 welder’s overalls (2‑piece) – 100% cotton, SANS‑certified, flame‑retardant, reflective stripes (≥25 mm), triple‑needle stitching, YKK zips, multiple pockets, SANS 434 approved. 4. D59 welder’s winter jackets – same specification as overalls. All items must bear the City of Johannesburg and JW logos. A sample of each item (total 4 samples) must be provided by the successful bidder.

• Quote in PDF, unit price exclusive of VAT; indicate VAT where applicable.
• Total quotation must include VAT where applicable.
• No specific bond, guarantee or payment‑term requirements are stated in the RFQ.
• Quotation must remain valid for 60 days from the quotation date.

• Supplier must be registered on the Central Supplier Database (CSD) and provide proof of CSD registration.
• Submit original valid Tax Clearance Certificate (SARS PIN).
• Provide a certified/valid B‑BBEE certificate or sworn affidavit (must comply with B‑BBEE Practice Guide).
• Municipal rates and taxes must not be in arrears >90 days.
• Signed Declaration of Interest (MBD 4) and Declaration of Past Supply‑Chain Management Practices (MBD 8).
• Certificate of Independent Bid Determination (MBD 9).
• Preference points claim form (MBD 6.1) with supporting BBBEE evidence.
• Company registration documents with ID copies of directors/shareholders.
• All required returnable documents listed in the RFQ must be attached.
