Bidders must complete and submit a Declaration of Interest form with the following disclosures: Disclose if the bidder or any directors, trustees, shareholders, members, partners, or persons with controlling interest are state employees. If yes, provide full names, ID numbers, and state employee numbers. Disclose any relationship between the bidder (or connected persons) and employees of Statistics South Africa. Disclose any interest in related enterprises bidding for this contract. Certify that the bid was prepared independently, without collusion with competitors. Confirm no discussions, agreements, or arrangements with competitors regarding bid terms, pricing, or market allocation. Confirm bid terms were not disclosed to competitors before official opening or contract award. Confirm no improper discussions with procuring institution officials, except for clarification requests. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified. False or incomplete declarations may result in bid rejection, reporting to the Competition Commission, criminal investigation by the NPA, or a 10-year public sector restriction under the Prevention and Combating of Corrupt Activities Act No. 12 of 2004.

• Evaluation uses either the 80/20 or 90/10 preference point system, depending on the tender's rand value (80/20 for ≤ R50M, 90/10 for > R50M).
• Points are awarded for: (a) Price (80 or 90 points max) and (b) Specific Goals (20 or 10 points max).
• Specific Goals include: 10 points for 51%+ black ownership, 5 points for 51%+ women ownership, 3 points for 51%+ youth ownership, 2 points for 51%+ ownership by persons with disabilities.
• Price scoring formula: Ps = 80(1 − (Pt−Pmin)/(Pmax−Pmin)) or Ps = 90(1 − (Pt−Pmin)/(Pmax−Pmin)) for goods/services.
• For income-generating contracts, the formula uses the highest acceptable tender price (Pmax).

• The tender covers the procurement of professional AV and audio studio equipment (goods).

• Price must include all applicable taxes and exclude unconditional discounts.
• The rand value of the contract (including taxes) determines the applicable preference point system (80/20 or 90/10).
• For income-generating contracts, the highest acceptable tender price is used in the price evaluation formula.

• Complete and submit the SBD 6.1 Preference Points Claim Form to claim Specific Goals points.
• Declare company type (e.g., Partnership, (Pty) Ltd, Close Corporation, NGO) and provide CIPC registration number.
• Certify that all information and points claimed are true and correct.
• Fraudulent claims may result in: disqualification, contract cancellation, cost recovery, 10-year restriction from state business, and criminal prosecution.
• Must comply with the Preferential Procurement Policy Framework Act, 2000, and its 2022 Regulations.

Quotes must be detailed, specifying services and costs. Market-related prices will be negotiated with the preferred service provider.

Quoted prices must be valid (firm) for the duration of the order. Factor in price escalations for exchange rate-dependent prices. No upfront payment; payment will be made within 30 days of receiving a valid invoice upon delivery of goods/services.

Must be registered on the Central Supplier Database (CSD). Provide CSD Master registration number (MAAA) and tax compliance status PIN. Submit: certified copy of ID, original/certified CIPC registration, and valid Tax Clearance certificate (e-filing copy). VAT registration number required if applicable.
