• Scope of work: Infrastructure improvements to healthcare facilities in OR Tambo District, specifically hospital building façade maintenance works at NMA Hospital.
• Contract duration: Three (3) months construction period.
• Conditions of contract: JBCC Edition 6.
• Key personnel and competency requirements:

• Project Manager must hold a relevant building qualification (minimum NQF 6).
• OHS Officer registered with SACPCMP.
• Site-based foreman with at least 2 years relevant building works experience.
• Proof of registration as a Trade Test Painter (mandatory).
• Provision of Painter Technicians, Painter Assistants, and Safety Officers with relevant qualifications and experience.

• Experience and resources:

• Demonstrated experience in refurbishment or painting projects, supported by references and completion certificates.
• Availability of necessary plant and equipment for painting works.
• Submission of a list of resources, plant, and equipment.
• List of at least three similar completed projects with client references, scope, values, and completion certificates.

• Documentation: Submit a clear methodology & approach, programme of works, and detailed project portfolio as part of returnable schedules.

• Pricing format: Rates and prices must be stated in South African Rands (ZAR), inclusive of all duties and taxes except VAT. VAT must be shown separately at 15% if the bidder is a VAT vendor.
• Fixed pricing: Rates and prices are fixed for the contract duration, subject only to adjustments allowed in the contract conditions.
• Bills of Quantities: Must be fully priced (except provisional sums and allowances). The tender is awarded as a whole; failure to price all trades may lead to elimination.
• Financial capacity: The department will conduct a risk analysis to ensure the tender price is market-related. Non-market-related offers may be negotiated downward.
• Bonds and guarantees: The preferred tenderer will be required to provide a Performance Bond/Guarantee/Surety/Security from an approved insurer, as per the contract format.
• Payment terms: As per JBCC Edition 6. conditions.

• Mandatory registrations and certificates:

• Central Supplier Database (CSD) registration: Submit a CSD report showing tax compliance with SARS. For joint ventures, each partner must submit a separate CSD report.
• Construction Industry Development Board (CIDB): Minimum grading of 3GB or higher. Submit a valid CIDB grading certificate or CRS number. For joint ventures, each partner must submit a separate certificate.
• Department of Labour COIDA or Federated Employers Mutual (FEM) Letter of Good Standing. For joint ventures, each partner must submit a separate letter.

• B-BBEE and preferential procurement: The 80/20 preference point system applies. Submit SBD 6.1 Preference Points Claim Form and proof of Specific Goals claimed.
• Other compliance:

• Proof of registration as a Trade Test Painter (mandatory).
• POPIA consent form.
• Resolution for Signatory (for companies, close corporations, partnerships, or joint ventures) authorizing the signatory.
• Certificate of Authority for joint ventures (if applicable).
• Disclosure of any interest in other enterprises (SBD 4).
• Completion of Compulsory Enterprise Questionnaire.

• Restrictions: Tenderers must not be listed on the Register of Tender Defaulters, Health Department defaulters list, or National/Provincial Treasury defaulters list. Persons in the service of the state or their close family members are restricted from awards.
