Two-stage evaluation: 1) Functionality check: Bids failing to meet all scope requirements (e.g., facilitator qualifications, course content, duration) are disqualified. 2) 80/20 preference system: 80 points for price (lowest price scores highest), 20 points for B-BBEE goals. Specific goals and points: 51% black owned (10 pts), 40% black women owned (6 pts), 51% black youth owned (4 pts). Proof of evidence (CSD report, CIPC registration, ID copies, share certificates, B-BBEE certificate/affidavit) must be submitted to claim points. Failure to submit all required proof results in zero points for that category. Eligibility: CSD registration with compliant tax status is mandatory; non-submission leads to disqualification unless rectified within 3 working days of request.

Provide Certificate in Preventive and Predictive Maintenance (CPPM) training for 6 SANSA employees at SANSA Space Operations, Farm No 502JQ, Hartebeesthoek. Course must cover: maintenance overview, common organizational issues, asset management, CMMS set-up, work identification/requesting, planning/estimating, scheduling/execution, completion/work control, data analysis, maintenance replacement decisions, downtime reduction, performance reporting, root cause analysis, and action plans. Requirements: Facilitator must have training certificates/accreditations, minimum 3 years’ experience, and be a South African by naturalisation. Submit facilitator’s ID copy, CV/profile, qualifications, accreditations, course overview, and manual sample. Training duration: 3 days (theory + practical) on-site at SANSA facilities. Attendees must receive certificates of competence. Post-support commitment required.

Price all items in the pricing schedule. Rates must include all costs (no unspecified costs). Prices must be inclusive of VAT. Payment based on deliverables (proven progress) and invoices. Offer validity: 30 days from bid closing date. Contract value estimated ≤ R1 million (Treasury threshold for written quotations). Supplier Development Programme (SDP) applies: shorter payment periods for Black Owned EMEs/QSEs (SDP agreement required).

Mandatory: CSD registration with compliant tax status (submit CSD Registration Summary Report). B-BBEE: Proof of equity ownership (51% black owned, 40% black women owned, 51% black youth owned) required for preference points. Submit: CSD report, CIPC registration, ID copies, share certificates/register (if applicable), B-BBEE certificate or sworn affidavit. No fronting allowed (criminal offence under B-BBEE Act). Bidder must confirm: not listed on Register of Tender Defaulters or Restricted Suppliers; no convictions for fraud/corruption in last 5 years; no conflicts of interest; compliance with General Conditions of Contract (GCC). SBD 4 declaration must be completed and signed.
