• Submit the bid as a single PDF file with all sections numbered as per the RFQ checklist.

Phase 1 – Administrative Compliance: verify submission of all required SBDs, company registration, directors’ IDs, valid B‑BBEE certificate/affidavit, valid Tax Clearance Certificate (or SARS PIN), CSD reference, company profile and pricing schedule. Non‑compliance may be remedied within 7 working days or leads to disqualification.

Phase 2 – Functional Evaluation (100 points total):

• Past relevant experience – up to 25 points (minimum three reference letters for integrated/annual reports in the last 8 years).
• Key personnel – up to 35 points (Head Writer, Content Writer, Proof‑reader each requiring ≥8 years experience for maximum points).
• Approach & Methodology – up to 30 points (demonstrate knowledge of IIRC, King IV, PFMA, GRI‑G4 and six capitals).
• Project Plan – up to 10 points (clear 8‑week timeline).

Minimum 70 points required to proceed to price evaluation.

Phase 3 – Price & Preference (80/20 system):

• Price – up to 80 points (lower price scores higher).
• Specific Goals – up to 20 points (claims for South African citizen, woman, disabled, veteran, youth ownership with supporting documentation).

Bids may be rejected even if lowest price; preference points are awarded only with proper proof.

Scope: Produce a 5‑year integrated annual report (~200 pages) for NHFC covering the six capitals, in line with IIRC, King IV, PFMA and GRI‑G4 guidelines.

Key deliverables:

• Research, write, edit and proof‑read all report sections (TOC, headlines, summaries, captions, Alt‑tags, Minister’s message, etc.).
• Incorporate NHFC‑provided texts (CEO/Chair letters, data sets).
• Manage iterative editorial process with change tracking; final document to be supplied in MS Word (or equivalent) after PDF finalisation.
• Exchange of data via email; limited in‑person meetings at NHFC offices or online as required.
• Experience in financial services reporting is advantageous.

Outputs: Integrated 5‑year report delivered by 30 April 2026.

Pricing: Fixed‑price quotation in South African Rand, inclusive of VAT (15 %).

Provide a completed Pricing Schedule (Annexure 6).

Payment: NHFC will pay within 30 days of receipt of a correct tax invoice.

No advance payments, bonds or guarantees are mentioned.

All costs for the 8‑week engagement must be included in the quoted price.
