ATNS is a State-Owned Company (SOC) providing air traffic management, communication, surveillance, navigation, and training services. It manages 10% of the world’s airspace and operates across 21 aerodromes in South Africa, including King Shaka, Virginia, Pietermaritzburg, and Richards Bay. The primary objective of this tender is to appoint a service provider for ad-hoc catering services at these locations for 36 months on an as-and-when-required, rate-based contract. ATNS reserves the right to appoint more than one service provider.

Evaluation is conducted in three stages: Stage 1 (Administrative Requirements), Stage 2 (Mandatory Requirements), and Stage 3 (Price and ATNS Specific Goals). The 80/20 point system applies: 80 points for price (using the formula Ps = 80(1 - (Pt - Pmin)/Pmin)) and 20 points for Specific Goals (B-BBEE). Preference points are allocated as follows: 10 points for 51% Black Owned suppliers and 10 points for 30% Black Woman Owned suppliers. Bidders must claim points in SBD 6.1 and provide supporting documents (CSD Report, CIPC Documents, Shareholder Certificates, ID copies, B-BBEE Certificate). Scope: Supply and delivery of ad-hoc catering services for FALE (King Shaka), FAVG (Virginia), FAPM (Pietermaritzburg), and FARB (Richards Bay) ATSUs for 36 months on an as-and-when-required, rate-based contract. Requirements: Provide catering for meetings, events, and functions; supply special dietary options (Halaal, Kosher, Vegetarian, Vegan); supply all catering equipment (crockery, cutlery, glasses, serving dishes, table covers); deliver, set up, and pack away items; provide trained on-site staff and a dedicated representative; demonstrate capacity, reliability, and flexibility for short-notice requests; show experience in corporate/formal catering. ATNS may appoint multiple service providers. Menu options include hot lunches, braais, lasagnes, wraps, burgers, pizzas, platters, desserts, and beverages. Service provider must include all necessary utensils, serving dishes, warmers, and equipment.

Bidder must submit a valid Occupational Certificate: Chef (NQF Level 5), accredited by SAQA, not older than 3 months from closing date. Foreign qualifications must undergo SAQA evaluation. Failure to provide this document results in automatic disqualification.

Bidders must complete the pricing schedule (SBD 3.3) for the station/airport they are bidding for. Pricing must include all applicable taxes and cover Year 1, Year 2, Year 3, and Total. Menu options include hot lunches (e.g., stews, curries, fish), braais, lasagnes, wraps, burgers, pizzas, platters, desserts, and beverages (soft drinks, juices, water). Service provider must include all necessary utensils, serving dishes, warmers, and equipment. Incomplete or missing pricing elements may result in non-responsive bids.

Pricing must be fair, reasonable, and include all applicable taxes. Bids must include a completed and signed SBD 3.3 (Pricing Schedule) for the station/airport being bid for, covering Year 1, Year 2, Year 3, and Total. Menu options include hot lunches, braais, lasagnes, wraps, burgers, pizzas, platters, desserts, and beverages. Service provider must include all necessary utensils, serving dishes, warmers, and equipment. Incomplete or missing pricing elements may result in non-responsive bids. Mandatory compliance: Valid SARS Tax Compliance Status (PIN, valid for 60 days post-submission) or CSD number; Central Supplier Database (CSD) registration; Valid Health Certificate (Certificate of Acceptability) from local municipality; Public Liability Insurance; Minimum of 3 contactable client reference letters for completed catering/food services (within past 7 years, on official letterhead, signed, with contact details); Occupational Certificate: Chef (NQF Level 5, SAQA-accredited, not older than 3 months); Proof of COIDA compliance (Letter of Good Standing or Registered Mutual Association); Locality Footprint proof for bidding stations (King Shaka, Virginia, Pietermaritzburg, Richards Bay); Declaration of Interest; Completed and signed Invitation to Bid; B-BBEE Certificate or Sworn Affidavit (for EMEs/QSEs). ATNS reserves the right to vary scope/terms in writing. Successful tenderer must accept standard Terms and Conditions, including retention clauses for non-satisfactory completion, breach of contract, and confidentiality. Professional indemnity insurance is required. ATNS may reject, withdraw, or cancel bids at any stage. Contract is concluded only upon written agreement and SLA signing. ATNS may negotiate with bidders but is not obligated to accept the lowest bid. Amendments must be in writing and signed by both parties.
