Submit sealed bids clearly marked: 'RE-ADVERTISEMENT: SUPPLY AND DELIVERY OF CHLORINE GAS FOR WILGE WATER TREATMENT PLANT: MAPW RFQ 023/2025/26' to Bid Box No. 'B' at Maluti-A-Phofung Water, No. 2 Old Industrial Area, Mandela Park, Phuthaditjhaba by 10 February 2026 at 12:00. No electronic, faxed, or late submissions accepted. Bids must be on official forms (not re-typed). Only one submission per bidder. Bid documents cost R150 (non-refundable) from Phuthaditjhaba offices (cash or bank-guaranteed cheque) or download free from e-tender portal. Prices must be valid for 30 days, firm, and indicate VAT inclusion/exclusion. Delivery period must be specified and binding if awarded. Failure to comply with conditions may invalidate your bid.

Evaluation uses the 80/20 preference point system. Maximum points: Price = 80, Specific Goals = 20 (Total = 100). Specific Goals breakdown: 5 points for ≥50% HDI ownership, 5 points for ≥50% Youth ownership, 4 points for ≥50% Woman ownership, 6 points for locality (Maluti-a-Phofung = 6, Thabo Mofutsanyna = 4, Free State = 2, Outside Free State = 0). Points are awarded based on submitted proof. Lowest acceptable tender determines price points via formula: Ps = 80(1 - (Pt - Pmin)/Pmin).

Supply and delivery of Chlorine Gas (Cl2, CAS No: 7782-50-5). Quantity: 925 kg. Successful bidder must sign Contract Form (MBD 7). Delivery costs must be included in bid price. All bids must comply with specifications; deviations must be explicitly stated.

Prices must be firm and valid for 30 days from offer date. Clearly indicate if VAT is inclusive or exclusive. Delivery period must be binding if awarded. Payment terms: within 30 days after receipt of invoice and delivery note. All applicable taxes (VAT, PAYE, income tax, UIF, SDL) must be included in bid price. Non-firm prices or prices subject to exchange rate variations are not accepted for this RFQ.

Mandatory documents: Copy of Company Registration Certificate (CRC) reflecting active members (except sole traders/partnerships). Central Supplier Database (CSD) registration with summary report. SARS Tax Compliance Status (TCS) Certificate or PIN for all parties (including JV members). Municipal rates and taxes clearance certificate (or proof of no arrears >3 months). Company profile. Original and valid Tax Clearance Certificate (TCC) from SARS (certified copies not accepted). B-BBEE Status Level Verification Certificate (MBD 6.1) to qualify for preference points. Declaration of Interest (MBD 4) and past SCM practices (MBD 8). No bids accepted from persons in the service of the state. Consortia/JVs: each party must submit separate CSD, TCS, and TCC. Foreign bidders must also comply with tax requirements.
