Quotation requirements:

• Must be submitted on company letterhead in PDF format (Word, Excel, or images are not allowed).

• Total quotation value must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• Late submissions will not be accepted.
• Submit valid proof of enquiry from the OEM or an authorised/certified distributor for the components. Failure to submit this proof will result in disqualification.

Evaluation will use the 80/20 point scoring system under the Preferential Procurement Policy Framework Act (PPPFA) 2022:

• 80 points allocated to price (lowest acceptable tender scores highest).
• 20 points allocated to specific goals:
• Businesses owned 51% or more by Black Youth qualify for the full 20 points. Proof required: Valid B-BBEE certificate issued by a SANAS-accredited verification agency or a compliant sworn affidavit.

Disqualification criteria:

• Bidders in the service of the state or related to state employees involved in evaluation.
• Bidders blacklisted by National Treasury or listed in the Register for Tender Defaulters.
• Convictions for fraud or corruption in the past 5 years.
• Municipal debt in arrears for more than 90 days.
• Prior contract terminations due to non-performance in the past 5 years.

Pricing must be provided for each item in the Bill of Quantities (BOQ) as follows:

• Material number, description, brand name offered, unit of measure (UOM), quantity required, and price quoted (exclusive of VAT).
• All applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) and delivery costs must be included in the total quotation value.
• Quotations must be on company letterhead and in PDF format.

Pricing must be quoted in South African Rand (ZAR), exclusive of VAT but inclusive of all other applicable taxes (PAYE, income tax, UIF, skills development levies).

• Total quotation value must include all applicable taxes and delivery costs.
• Pricing must be provided in the Bill of Quantities (BOQ) format as specified in the document.
• Payment terms and conditions will be subject to Johannesburg Water’s Supply Chain Policy.

Municipal compliance:

• Submit a valid lease agreement or municipal account statement not older than 3 months, with no arrears exceeding 90 days.

Mandatory documents (all compulsory):

• Valid Tax Clearance Certificate or valid SARS PIN.
• Valid B-BBEE certificate or compliant sworn affidavit (non-compliant affidavits will score zero).
• Proof of Central Supplier Database (CSD) registration or MAAA Supplier Number.
• Municipal rates and taxes clearance (not older than 90 days in arrears).
• Signed Declaration of Interest form (MBD 4).
• Declaration of Bidder’s Past Supply Chain Management Practices (MBD 8).
• Certificate of Independent Bid Determination (MBD 9).
