• Submit one hard‑copy bid in a sealed envelope, externally endorsed with the Project Name “SUPPLY AND INSTALLATION OF TRACKING DEVICES ON MUNICIPAL VEHICLES (36 MONTHS)” and Bid No: SCMU 012/2025/2026.
• Deliver the sealed envelope to the Tender Box at 13433 Kingfisher Avenue, Mkuze (Municipal Offices) no later than 12h00 on Friday 27 February 2026. Late submissions, facsimile or email bids will be rejected.
• Use only the official tender forms supplied; do not re‑type or use correction fluid. All forms must be completed in black ink and any corrections countersigned.
• Include a completed Tender Checklist (tick all applicable boxes, insert “N/A” where not applicable).
• Attach all required returnable documents (see Returnable Documents list).
• Provide a scanned copy on a USB‑Flash drive secured to the hard copy.
• Disqualification risks: missing signatures, incomplete forms, failure to attach required returnables, late delivery, use of electronic submission, or non‑compliance with the checklist.
• Bids are deemed withdrawn if no acknowledgment is received within 90 days after submission.

• Stage 1 – Administrative Compliance: verification of completed forms, signatures, CSD number, Tax Compliance Status (TCS) PIN or Tax Clearance Certificate, company registration, ID copies, municipal rates/lease documents, and other returnables.
• Stage 2 – Functionality (Stage 1 of evaluation): rating against functional criteria (installation, accident detection, speed lock, location tracking, sensors, driver ID, fuel monitoring, health‑check, recovery, anti‑jamming, SMS alerts, dash‑cam, etc.). Tenderers must achieve at least 75 % to progress.
• Stage 3 – 80/20 Special Goals System: 80 points awarded for price, 20 points for specific B‑BEE goals (Black‑owned, Women‑owned, Youth‑owned, Disabled‑owned, SMME). Points allocated as per table in the tender.
• Minimum thresholds: 75 % functionality score to move to price/goal stage; price evaluated on a lowest‑price basis within compliant bidders.
• Evaluation stages are sequential – failure at any stage results in disqualification.

Scope: Supply, install and commission vehicle tracking devices on all municipal vehicles for 36 months and provide ongoing support.

Deliverables include:

1. Installation of trackers with capabilities: accident detection, speed‑lock with buzzer (excluding executive vehicles), location/idle/speed reporting, door sensor, driver ID tag & software, fuel‑cap sensor, fuel monitoring, rev monitoring, remote assist, battery‑disconnect sensor, vehicle‑start prevention, monthly filtered reports, vehicle recovery, anti‑jamming, engine cut‑off for unauthorized use, live SMS alerts, dash‑cam on selected vehicles.

2. Compliance with international standards and VESA installation standards.

3. Automated health‑check alerts.

4. Software (web‑based or mobile) with user‑rights management (max users to be stated).

5. Training for up to 3 users and support services.

6. Options for outright purchase or monthly rental, plus set‑up, removal/transfer fees.

7. Service Level Agreement for 36 months; all prices inclusive of VAT.

8. Provider must have a functional office in KwaZulu‑Natal and qualified technicians (2‑4 years experience, relevant certifications).

• Pricing must be submitted on the official Pricing Schedule attached to the tender.
• Provide either outright purchase price per vehicle or monthly rental price per vehicle, plus any set‑up, training, removal/transfer fees.
• All prices must be VAT‑inclusive.
• Submit a valid Tax Clearance Certificate or Tax Compliance Status (TCS) PIN for each bidding entity (including each JV/consortium party).
• Provide a full Central Supplier Database (CSD) report (not older than 3 months) with Supplier Number and Unique Registration Reference.
• Tender validity: 90 days from closing date.
• No performance bond or guarantee is explicitly required, but ensure all required returnable documents are attached.

• Companies and Intellectual Property Commission (CIPC) – certified copy of company registration.
• ID copies of directors/shareholders.
• Municipal rates/levies statement or lease agreement (not older than 3 months) confirming payments up to date.
• Letter of Authority for signatory.
• No persons in the service of the state may be involved; complete the Declaration of Interest questionnaire.
• Compliance with Municipal Finance Management Act and Preferential Procurement Policy.
• All documents must be signed before a Commissioner of Oaths where required.
