• Required documents (must be attached and signed):
• Completed Bidder’s details form.
• Signed SBD 1, SBD 4 and SBD 6.1 forms.
• Company profile (including CIPC registration details).
• Evidence of registration on the National Treasury Central Supplier Database (CSD) confirming tax compliance (PIN/MAAA number).
• Valid Microsoft partnership certificate (accredited Microsoft partner only; distributor certificates not accepted).
• Reference letters from at least three previous clients (letters must be on official letterhead, signed, dated and not older than 5 years).
• All forms must be the official versions provided; do not re‑type the content.

Selection will be conducted in three stages:

1. Compliance with Mandatory Requirements – bids must include all required forms and certificates; non‑compliant bids are non‑responsive.

2. Functionality Evaluation – total of 50 points; a minimum of 35 points is required to proceed to the price stage.

• Company experience (up to 25 points):
• <3 years = 0 pts, 3‑7 years = 5 pts, 8‑12 years = 15 pts, >12 years = 25 pts (CIPC or CSD report required).
• Reference letters (up to 25 points):
• 5 letters = 25 pts, 4 = 20 pts, 3 = 15 pts, 2 = 10 pts, 1 = 5 pts.
• Minimum overall functional score: 70 % (35/50).

3. Price and Specific Goals – 80 % weight for price, 20 % for specific B‑BBEE goals (total 100 points).

• Price must be a fixed amount inclusive of VAT and all costs.
• Specific goals points (max 20):
• 51‑100 % ownership – 10 pts (general), 4 pts (women), 3 pts (youth), 3 pts (disability).
• 30‑50 % ownership – 6 pts (general), 2 pts (women), 3 pts (youth), 3 pts (disability).
• 5‑29 % Black ownership – 4 pts; Black women ownership – 1 pt; Black youth ownership – 2 pts; Disability – 2 pts.
• 0‑4 % ownership – 0 pts.
• Proof for preference points: B‑BBEE certificate/affidavit, CSD report, ID documents of owners, municipal lease/account, disability documentation.

Overall score = price points (max 80) + specific‑goal points (max 20) = 100.

Supply of ten (10) Microsoft Project licences for a period of 36 months.

• Supplier must be an accredited Microsoft partner (valid partnership certificate required).
• Minimum 3 years’ experience in similar licensing projects.
• Provide reference letters (as per evaluation criteria) dated, signed, on official letterhead and not older than 5 years.
• Deliverables: licences for Year 1, Year 2 and Year 3 as per Annexure A (pricing breakdown required).
• Contract duration: 36 months.
• No distributor accreditations accepted.

• Submit a fixed price quotation inclusive of VAT and all disbursement/accommodation costs.
• Use the pricing table in Annexure A (Year 1, Year 2, Year 3, Sub‑total, VAT, Grand Total).
• Offer must remain valid for 90 days from the RFQ closing date.
• No specific bid bond or guarantee is mentioned in the document.

• Registration on the Central Supplier Database (CSD) with a valid PIN (MAAA number).
• Tax compliance: provide SARS Tax Compliance Status (PIN) or printed TCS certificate; each consortium member must submit its own certificate.
• Valid Microsoft partnership certificate (mandatory).
• B‑BBEE certificate or affidavit required to claim preference points.
• CSD number (MAAA) must be included.
• No bids from persons employed by the State or entities with directors who are State employees; such bidders will be disqualified.
