Phase 1 – Initial Screening: verify compliance with mandatory requirements (CSD registration, tax status, B‑BBEE certificate, complete returnable schedules). Minimum functional score = 70 %. Phase 4 – Preference Point System (specific goals): up to 20 points for black ownership, black women ownership, ownership by Black Designated Groups and SMME promotion. Phase 5 – Objective Criteria: risk assessment (reputational, concentration, financial capability, past performance). The highest total score (technical + preference) ranks the bidder; ties broken by technical score then alphabetical order. Scope: Provide design, manufacture, supply, installation, maintenance and removal of signage; design and supply of corporate clothing; supply of promotional/branding items.

• Signage must comply with SANS 1186‑1 or equivalent ISO standards and local municipal regulations; use durable, weather‑resistant materials.
• Corporate clothing to incorporate IDC logo, be of high‑quality, sustainable material, preferably South African made.
• Promotional items to be practical, durable, eco‑friendly and suitable for wear/use outside work.
