Evaluation uses the 80/20 Preference Point System: 80 points for price, 20 points for Specific Goals (B-BBEE, local content, etc.). Only responsive tenders (fully completed, signed, and compliant) proceed to evaluation. After scoring, an arithmetic check and risk assessment are conducted. Risk assessment covers: (A) Technical qualifications (CVs for Contract Manager, OHS Officer, Foreman), (B) Workload and capacity (current projects vs. CIDB grading), (C) Reliability (past project completion within 30% of approved period), (D) Experience and reputation (3+ references for similar projects), (E) Price offered (market-related, within 10% of norm), (F) Construction Implementation Plan (HR, materials, plant, quality control, programme, cash flow). Minimum 14/20 risk assessment points required to qualify. Bidders may be interviewed or asked to confirm high-risk price offers in writing. Non-responsive tenders or those failing risk assessment are disqualified.

Scope: Construction of sanitation facilities at Qhayiya Secondary School, Eastern Cape, under the Sanitation 60 Programme. Contract duration: 24 weeks from commencement. Penalties for late completion: R2,000 per calendar day (max 10% of contract value). Work includes: sanitation infrastructure, compliance with health and safety specifications (SACPCMP-registered OHS Officer required), and adherence to drawings/site information in Part C4. Contractor must submit a Construction Implementation Plan covering HR deployment, materials procurement, plant/equipment, quality control, detailed programme, and cash flow projections. 5% of construction value must be set aside for local SMMEs and suppliers within the local area. Bidders must cover costs for engaging, supervising, and profiting from SMME participation.

Pricing must be fixed for the contract duration (15% VAT inclusive). Submit pricing in black ink via Bill of Quantities (Part C2.2) and Pricing Instructions (Part C2.1). No adjustments allowed except as per contract conditions. Provide rate build-ups if requested (materials, plant, labour, management, preliminaries). Tender Offer validity: 12 weeks. Payment terms and guarantees: Form of Guarantee (Part C1.3) required. Employer does not provide insurance; contractor must arrange own coverage for works, damages, and public liability. Penalties apply for late completion (R2,000/day, max 10% of contract value).

Mandatory: CSD Registration Report (valid, <30 days old; disqualified if not registered by closing date). CIDB registration: 4GB or higher (valid on evaluation and award days; JVs must meet CIDB Table 9 requirements). COIDA/FEM Certificate of Good Standing (valid on evaluation/award). Tax Compliance: Valid SARS Tax Compliance Status Pin (verified online). SBD 4 (Bidder’s Declaration) must be fully completed. SBD 6.1 (Preference Points Claim Form) required for Specific Goals scoring. Joint Ventures: Separate CSD/CIDB/COIDA for all partners, JV agreement, consolidated CSD, separate VAT registration, and lead partner details. Subcontracting: 5% of construction value reserved for local SMMEs/suppliers. OHS Compliance: SACPCMP-registered OHS Officer, SHE Plan, Method Statements, SWP HIRA, Fall Protection Plan, Emergency Procedures, and inspection registers. Conflict of Interest: Disclose any conflicts; failure to do so may result in disqualification. Past Performance: Disqualified if poor performance (e.g., >25% delay, penalties, unsigned final accounts, non-responsive to defects, or prior terminations).
