Criteria: Bidder’s Experience (60 points): Grading 1–3: ≥1 project with value R0.5m–R3m (60 pts for 5+ projects, 40 pts for 4, 30 pts for 3, 20 pts for 2, 10 pts for 1, 0 pts for none). Grading 4–5: ≥1 project with value >R3m–R10m (same point distribution). Key Personnel Qualifications (20 points): Site Agent (Degree/BTech = 5 pts, National Diploma = 2.5 pts), Foreman (N6/N-Diploma = 5 pts, NQF 3–4 = 2.5 pts), Safety Officer (BSc/BTech = 5 pts, National Diploma = 3 pts, NQF 3–5 = 1 pt), Contracts Manager (Honours Degree = 5 pts, Degree/BTech = 3 pts, National Diploma = 1 pt). Key Personnel Experience (20 points): 3–6 years = 5 pts, 1–3 years = 3 pts, <1 year = 0 pts per role. 4) Post-Selection RFQ Process: Bidders scoring ≥80 points are included in the 3-year panel. RFQs will be issued per project, categorized by CIDB class/grade. Only pre-qualified bidders matching the project’s class/grade (or one level above) will be invited. RFQs evaluated on 80/20 or 90/10 preference point system (price + specific goals). Preference Points: BBBEE Level 1 = 15, Level 2 = 10, Level 3 = 5. Local Content = 5 points (DTI thresholds).

Financial Requirements
