Evaluation is conducted in 4 stages: 1) Administrative Compliance: All forms (e.g., SBD 4, SBD 6.1) must be completed, signed, and submitted. CSD registration with active status, audited financial statements (2 years), original bank rating letter (<3 months old), and acceptance of GGDA terms are mandatory. Use of correction fluid or retyping of documents is prohibited. 2) Mandatory (Pre-Qualification) Criteria: Disqualifying criteria include: CIDB grading 1–5 in at least one of CE, EB, EP, GB, ME, SI, or SQ (verified on CIDB website). At least one director/manager with NQF 6 qualification in built environment (e.g., Civil Engineering, Construction Management). Valid SACPCMP registration for OHS Officer (Pr. CHSO). No contract terminations due to non-performance in the last 5 years (max 1 allowed; 2+ = disqualification). 3) Functionality/Quality Evaluation: Minimum threshold of 80/100 points required. Criteria: Bidder’s Experience (60 points): Grading 1–3: ≥1 project with value R0.5m–R3m (60 pts for 5+ projects, 40 pts for 4, 30 pts for 3, 20 pts for 2, 10 pts for 1, 0 pts for none). Grading 4–5: ≥1 project with value >R3m–R10m (same point distribution). Key Personnel Qualifications (20 points): Site Agent (Degree/BTech = 5 pts, National Diploma = 2.5 pts), Foreman (N6/N-Diploma = 5 pts, NQF 3–4 = 2.5 pts), Safety Officer (BSc/BTech = 5 pts, National Diploma = 3 pts, NQF 3–5 = 1 pt), Contracts Manager (Honours Degree = 5 pts, Degree/BTech = 3 pts, National Diploma = 1 pt). Key Personnel Experience (20 points): 3–6 years = 5 pts, 1–3 years = 3 pts, <1 year = 0 pts per role. 4) Post-Selection RFQ Process: Bidders scoring ≥80 points are included in the 3-year panel. RFQs will be issued per project, categorized by CIDB class/grade. Only pre-qualified bidders matching the project’s class/grade (or one level above) will be invited. RFQs evaluated on 80/20 or 90/10 preference point system (price + specific goals). Preference Points: BBBEE Level 1 = 15, Level 2 = 10, Level 3 = 5. Local Content = 5 points (DTI thresholds).

Scope: Appointment to a 3-year panel of contractors for maintenance work in classes CE (Civil Engineering), EB (Electrical Building), EP (Electrical Engineering), GB (General Building), ME (Mechanical Engineering), SI (Structural Engineering), and SQ (Specialist Works). Contractors must bid for their preferred work class(es) and provide proof of CIDB grading (1–5) for each selected class. At RFQ stage, projects will be categorized by CIDB class/grade, and only pre-qualified bidders matching the project’s class/grade (or one level above) will be invited. Deliverables: Maintenance services as per project-specific RFQs. Standards: Compliance with CIDB Standard for Uniformity in Construction Procurement (2015), JBCC Principal Building Agreement (Edition 6.2), OHSA 1993, and GGDA SCM Policy. Key Personnel Requirements: Site Agent (NQF 6, relevant qualification), Foreman (NQF 5+, built environment qualification), Safety Officer (SACPCMP Pr. CHSO), Contracts Manager (NQF 7, relevant qualification). Equipment: Proof of ownership/lease for required equipment at RFQ stage. Site Information: Project-specific details provided at RFQ stage. Health and Safety: Must comply with OHSA; submit Health and Safety Plan within 30 days of notice of intent to enter into contract. Programme: Submit detailed CPM/PERT programme within 15 working days after notice from Principal Agent prior to commencement.

Pricing: At RFQ stage, submit detailed costed proposals per project scope. Payment terms: Monthly payment certificates issued on the 24th of each month. Security: Contractor’s choice of: 10% bank/insurance Performance Guarantee, 10% cash deposit, 10% payment reduction, or 5% cash deposit + 5% payment reduction. Guarantee validity: Must remain valid throughout the contract. Advance payments: Subject to guarantee (if applicable). Contract Price Adjustment Provisions (CPAP): Applicable for contracts >R1m and >6 months duration, adjusted per Statistics SA P0151 indices. Cash flow: Submit projections within 30 days of commencement. Preliminaries: Option A (pro-rated to work value) or Option B (detailed breakdown). Arithmetical errors: Corrected per CIDB rules (e.g., amounts in words govern over figures; line-item totals govern over unit rates). Tender validity period: 120 days. Insurance: Contractor must provide Contract Works Insurance (10% of contract sum), Public Liability Insurance, and other required insurances within 30 days of notice of intent to enter into contract.

CIDB Grading: Mandatory 1–5 for selected work class(es) (CE, EB, EP, GB, ME, SI, SQ). Proof: Valid CIDB certificate (verified on CIDB website). Joint Ventures: Each member must be CIDB-registered; combined grading must meet minimum requirements (calculated per CIDB Joint Venture Grading Designation Calculator). CSD Registration: Active status required; submit CSD Supplier Number. Tax Compliance: Valid Tax Clearance Certificate (or PIN) for tenderer and all JV partners/subcontractors. B-BBEE: Preference points for Level 1 (15), Level 2 (10), Level 3 (5). Local Content: 5 points for supplying locally manufactured goods/services (DTI thresholds) at RFQ stage. Professional Registrations: OHS Officer must be SACPCMP-registered (Pr. CHSO). Key Personnel: Certified copies of qualifications (not older than 3 months), CVs, and proof of experience.
