Submit bids in a sealed envelope marked with tender number (SBM 41/25/26), tender description, bidder’s name/address, and closing date/time. Deposit in the tender box at Ground Floor, Investment Centre, 15 Main Road, Vredenburg by 12H00 on 24 July 2026. Late, faxed, emailed, or electronic submissions are not accepted. Use only official bid documents issued by Saldanha Bay Municipality—do not retype. Do not dismember the document or insert pages between its sections. All pages must be initialed by the authorized signatory in black ink. Corrections must be lined through and initialed; no correction fluid allowed. If documents are printed from e-Tender, ensure clarity and bind securely (no staples). Missing pages or alterations disqualify the bid. Open to all legally constituted entities. Disqualifications include: (1) Persons in service of state, (2) Directors in arrears with municipal rates/taxes for more than 3 months without arrangement, (3) Failure to attend compulsory briefing, (4) Missing pages or unauthorized alterations to tender document, (5) Bids not on official forms. Preference points awarded for B-BBEE Level 1-8 contributors and locality (Saldanha Bay Municipality = 10 pts, West Coast District = 5 pts, Western Cape = 2 pts).

Scope: Appointment of a service provider for response, installation, and monitoring of alarm systems for Saldanha Bay Municipality. Contract period: 01 July 2026 to 30 June 2029. Bidders must meet all technical and operational requirements specified in the tender document. Detailed specifications are provided in Part C, Section 13 of the tender document.

Pricing must be submitted on the official pricing schedule (Section 15 of the tender document). Use the provided pricing form; do not retype. All sub-items must be priced to avoid non-responsiveness for that item. Price adjustments are addressed in Section 16. VAT compliance is mandatory for contracts exceeding R2,300,000. Invoices must meet Section 20(4) of the VAT Act requirements.

Submit pricing on official bid documents only. VAT registration is mandatory if contract value exceeds R2,300,000. Tax invoices must comply with Section 20(4) of the VAT Act, including: 'TAX INVOICE' prominently displayed, supplier’s name/address/VAT number, Saldanha Bay Municipality’s details (Private Bag X12, Vredenburg, 7380; VAT number: 41001113150), unique invoice number/date, description/quantity of goods/services, price, and VAT amount/percentage. Non-compliant invoices may delay payments. Bids must remain valid for 90 days post-closing and automatically extend until contract signing. Cost of tender documents (R306.00) is non-refundable. Successful bidder must sign the contract within 7 days of notification.

Mandatory documents: Valid SANAS-approved B-BBEE certificate or sworn affidavit (for EME/QSE), proof of locality (municipal account/lease agreement/affidavit as per MBD 6.1), tax compliance (valid Tax Clearance Certificate or CSD registration with tax-compliant status), CSD registration number, company registration forms, ID documents of equity owners/directors, certified copy of director(s)’ municipal account(s), proof of authorized signatory, and completed MBD forms (1, 4, 6.1, 8, 9). Bidders in arrears with municipal rates/taxes for >3 months are disqualified. Foreign suppliers must complete the pre-award questionnaire. Consortia/joint ventures must submit separate TCS certificates/PINs/CSD numbers for each party. Non-compliance with any compulsory document results in disqualification or 0 points for preference claims.

Contract governed by General Conditions of Contract (GCC 2010) and Special Conditions of Contract (SCC). SCC prevails in case of conflict. Successful bidder must sign the contract within 7 days of notification. Contract duration: 01 July 2026 to 30 June 2029. Municipality reserves the right to withdraw, re-advertise, reject any tender, or accept part of a tender. Bids remain valid for 90 days post-closing and extend automatically until contract signing. Contract may include a Service Level Agreement. English is the contract language. Successful bidder is liable for stamp duties and contract establishment costs. Wrong information in bids may lead to cost recovery, contract cancellation, or blacklisting for up to 10 years.

Evaluation uses the 80/20 Preference Point System as per Preferential Procurement Policy R8/5-26 (28 May 2026). 80 points for price (lowest bid = Pmin; formula: Ps = 80(1 - (Pt - Pmin)/Pmin)), 20 points for specific goals (10 for B-BBEE status level, 10 for locality). B-BBEE points: Level 1 = 10, Level 2 = 9, Level 3 = 7, Level 4 = 6, Level 5 = 4, Level 6 = 3, Level 7 = 2, Level 8 = 1, Non-compliant = 0. Locality points: Saldanha Bay Municipality = 10, West Coast District = 5, Western Cape = 2, Outside Western Cape/No proof = 0. Any attempt to influence the evaluation process may result in bid rejection.
