Evaluation follows a two-phase process: Phase 1 (Mandatory Requirements) and Phase 2 (Price and Specific Goals). Phase 1: Bidders must comply with TETA accreditation (valid certificate required at submission). Non-compliance results in disqualification. Phase 2: Scoring is 80/20 (Price: 80 points, Specific Goals: 20 points). Specific Goals include: HDI ownership (51% or more, 10 points), Women ownership (51% or more, 8 points), Persons with disabilities (51% or more, 2 points). Points are verified via CSD. The 80/20 system applies to bids valued between R2,000.01 and R1,000,000.00 (VAT inclusive).

Scope: Conduct 28 Defensive Driving Workshops across all nine provinces (Gauteng: 4, KwaZulu-Natal: 3, Limpopo: 3, Mpumalanga: 3, Western Cape: 3, North-West: 3, Northern Cape: 3, Free State: 3, Eastern Cape: 3). Contract duration: Up to 12 months or until all trainings are completed, whichever comes first. Workshop requirements: Each session is a maximum of 3 hours, covering 100 drivers per workshop. Content must include: Knowledge of Traffic Rules and Road Signs, Good Visual Habits, Correct Following Distance, Speed Management, Situational Awareness and Anticipation, Risk Perception and Management, Vehicle Control and Handling, Driver Attitude and Alertness. Service provider must: Be TETA-accredited, have a proven track record in driver education, provide qualified facilitators, and deliver training in multiple provinces. Responsibilities: Provide training manuals, keep detailed attendee records (name, ID, contact details, province, date), issue Certificates of Attendance, and submit a final report with attendance registers, evaluation summaries, photographic evidence, and feedback.

Pricing must be VAT-inclusive (if VAT-registered) and quoted in ZAR. VAT-registered vendors must include VAT; non-VAT-registered vendors must not charge VAT (disqualification if violated). Prices must be provided in the official cost breakdown table (per province and total). Full cost breakdown must include Training Manuals, Travel Costs, and Accommodation (where applicable). No price changes allowed after the Award Letter/PO is issued.

Mandatory: TETA accreditation (valid certificate required). CSD registration is mandatory (RAF will only conduct business with CSD-registered suppliers). Tax compliance: Must be in order with SARS. Suppliers with disabilities must provide a valid medical certificate. B-BBEE: Points claimed for Preferential Procurement Specific Goals (HDI, Women, Persons with Disabilities) will be verified via CSD. Minimum 51% ownership required for HDI, Women, or Persons with Disabilities to claim points. Complete and sign all Standard Bidding Documents (e.g., SBD 4, SBD 6.1).
