• Submit ONE (1) signed copy of the bid via the Rand Water Online Bids portal (https://bids.randwater.co.za/) – email submissions are not accepted.

• Completed Form of Offer and Acceptance.
• Compulsory Enterprise Questionnaire (SBD 4) with VAT, CIDB, CSD numbers, tax PIN, etc.

• Letter of Good Standing from the Department of Labour or an accredited institution.
• Resolution letters authorising signatories for the main contractor and any subcontractors.
• B‑BBEE certificate or sworn affidavit (EME/QSE) – IRBA certificates are not accepted.
• Safety & Health policy, project‑specific SHE plan and comprehensive SHERQ plan.
• ISO 9001 / quality management system proof.
• Detailed project programme (Gantt chart, level‑2 schedule, resource‑loaded schedule, cash‑flow).

• Certificates of CIDB contractor registration (minimum grading 3ME) and any subcontractor CIDB grades.
• Records of previous experience, human‑resource capacity schedule, equipment resource capacity schedule.

• Disqualification risks:

• Pre‑qualification (Test for Responsiveness) – must provide:

1. Letter of Good Standing (Dept of Labour or accredited body).

2. CIDB registration with grading ≥ 3ME (or equivalent per C.2.1).

3. Fully completed and signed Form of Offer.

4. Tax compliance proof (SARS PIN) and B‑BBEE documentation.

• Functionality Evaluation (T1.3.2):
• Four weighted criteria – Previous related experience, Human‑resource capacity, Equipment resource capacity, Work breakdown / schedule.
• Each criterion scored on a 4‑point scale (0 % – 100 %).
• Minimum overall functionality score of 70 % required to proceed.
• Price Evaluation (T1.3.3):
• Financial tolerance range applied; bids outside the range may be rejected.
• Preference point system (80/20) – price points (Ps) combined with B‑BBEE points (PP).
• Total adjudication points = Ps + PP; highest total points normally wins, but Rand Water is not bound to accept the lowest price.

Scope of Work (Section C3.2):

Deliverables:

• Bill of Quantities / Pricing Schedule (BoQ).
• Equipment and tool inventory, including any imported items (FOB values).
• Safety, Health and Environmental (SHE) plan and comprehensive SHERQ plan.

Capacity Requirements:

• Minimum CIDB contractor grading 3ME (or higher) for the main contractor; subcontractors must meet appropriate CIDB grades.
• Human‑resource capacity schedule and organogram must demonstrate sufficient staff for the contract.
• Equipment resource capacity schedule must list owned/leased plant and equipment required for the works.

Service Levels:

• Dates for delivery and completion are set out in Section C3.1 (to be detailed in the project programme).
• Weather‑related extensions calculated using the formula provided (V = (Nw‑Nn)+((Rw‑Rn)/X)).

Pricing Format:

• Submit a printed, signed Pricing Schedule / BoQ (Section C2.2).
• Provide FOB values for any imported equipment/materials (Section T2.2.7) – quoted in currency of origin; Rand Water will convert using the SARB closing rate one week before the closing date.
• Indicate whether price fluctuations for wages or material costs apply and, if so, supply the adjustment formula (Section T2.2.6).
• Validity: bid must remain valid for a maximum of 12 weeks from the closing date (Section Bid Validity).
