• Submit the original bid, covering letter and all supporting documents in a sealed envelope endorsed “ORIGINAL BID FOR BID: WTE-0514 CS – HIRE, DELIVERY AND MAINTAIN MOBILE CHEMICALLY FLUSHED TOILETS…”.
• Deliver the sealed envelope to the bid box at the entrance of the Department of Water and Sanitation, 4‑6 Alkmaar Street, Daljosaphat, Paarl 7476.
• Bids must be received no later than 11:00 on 26 March 2026. Late bids will be rejected.
• Use the official SBD forms (SBD 1, SBD 3.1, SBD 4, SBD 6.1) – do not re‑type the forms.
• All blanks in the forms and annexes must be completed; the Pricing Schedule must be fully filled out.
• The bid must be signed by an authorised person. Provide a resolution or notarial copy confirming authority.
• Joint‑venture or consortium bids must include:

– Certified copy of the joint‑venture agreement;

– Authorisation letter for the signatory from each participant.

• Attach all mandatory returnable documents (e.g., disposal site permission or municipal pre‑approval letter, CSD report, SARS tax clearance PIN, CIPC registration certificate, B‑BBEE certificate, Good Standing letter, insurance/compensation commissioner letter, authorisation letter).

• Evaluation is conducted in four phases:

1. Mandatory Requirements – submission of required documents (e.g., disposal site permission, pre‑approval letter). Missing any item results in disqualification.

2. Administrative Compliance – verification of CSD registration, SARS tax compliance (PIN/TCS certificate), CIPC registration, B‑BBEE status, Good Standing with Compensation Commissioner, insurance/financial guarantees, and authorisation documents.

3. Technical Evaluation & Specification Compliance – assessment against the technical specifications for the mobile chemically flushed toilets (Section 3.2.14 of the Technical Information). Non‑compliance leads to a non‑responsive bid.

4. Preference Points (80/20 system) – up to 80 points for price and up to 20 points for specific goals (Women, Disability, Youth ownership, local enterprise, B‑BBEE level 1‑2). Proof of each goal must be submitted (CSD reports, B‑BBEE certificate, etc.).

• Minimum pass in each phase is required before proceeding to the next.
• The Department may decline any bid and is not liable for bidder expenses.

• Scope: Hire, delivery and maintenance of mobile chemically flushed toilets for the LSGWS canal failure repair project in the Eastern Cape (DWS Construction South).
• Required deliverables: Fully functional mobile toilets, chemical flushing system, routine maintenance throughout the contract period.
• Must provide written proof of permission for waste disposal at the designated registered disposal site or a municipal pre‑approval letter.
• All goods must conform to the standards and specifications set out in the tender documents (refer to Technical Information Section 3.2.14).
• Supplier must ensure availability of spare parts, warranty, and on‑site support as per the General Conditions of Contract.

• Complete the Pricing Schedule (Section 4) and submit with the bid.
• Payments will be made by Electronic Fund Transfer.
• Within 30 days of contract award, the successful bidder must provide a performance security (bank guarantee, irrevocable LC or certified cheque) as specified in the Special Conditions of Contract.
• All pricing must be inclusive of applicable taxes; no hidden costs.
• Provide proof of financial capacity (e.g., audited financial statements) if requested in the administrative compliance phase.

• Register on the National Treasury Central Supplier Database (CSD) and submit the CSD number.
• Provide SARS Tax Clearance Letter and PIN (or TCS certificate) for tax compliance.
• Submit a current CIPC registration certificate.
• Provide a valid B‑BBEE status level certificate (minimum Level 1) – required for preference points.
• Submit a Good Standing letter from the Compensation Commissioner and evidence of third‑party insurance.
• Foreign suppliers must confirm RSA residency, branch presence, and tax liability; otherwise, a local entity must be appointed.
• All required documents listed in Table 1 (mandatory) and Table 2 (administrative) must be attached; failure to do so results in disqualification.
