Submit electronically via the TRANSNET etender submission portal at https://www.transnet.net. Access the portal, register/sign in, toggle 'log an intent', and upload bid documents against the tender. Sign, stamp, and date the bottom of each page before uploading. All returnable documents listed in section 5 must be included. Late bids will not be accepted. Bids must be submitted on official forms (not re-typed). Any additional conditions must be in an accompanying letter; do not alter the RFP documents except as allowed by clause 15 of the general bid conditions. Returnable forms include: sbd1 (invitation to bid), sbd4 (bidder's disclosure), certificate of acquaintance with RFP and lease agreement, RFP declaration and breach of law form, specific goals points claim form, and all annexures listed in the returnable bid response checklist (annexure f).

Respondents must upload their proposal response onto the TRANSNET system against each proposal selected, as detailed in RFP section 2, paragraph 3. The submission portal is https://www.transnet.net. Bids must be submitted electronically via this portal.

Failure to submit mandatory returnable documents will result in disqualification. Failure to submit other schedules/documents may result in disqualification. Proposal validity period: 180 business days from closing date (until 20 august 2027). Bidders may be requested to extend validity on the same terms.

• This is a two-envelope tender process. Submit two sealed envelopes together. • Envelope 1 must contain the development proposal for each property (e.g., 'Envelope 1: development proposal: remainder erf 4489, piketberg, 7320'). • Envelope 2 must contain the financial offer, b-bbee certificate/sworn affidavit, and proof of locality. • Submit both envelopes in the tender box at bergrivier municipal offices, 13 kerk street, piketberg, 7320 by 12:00 on tuesday, 11 august 2026. • Late, faxed, emailed, or incomplete bids will not be accepted. • Bids must be completed in black ink on the original bid documentation; electronic signatures are not accepted. • Bids addressed to any municipal official personally will be disqualified. • The municipality is not liable for courier companies failing to place bids in the tender box. • Bids must be valid for 120 days after the closing date. • Required returnable documents include: signed contract conditions, valid tax clearance certificate/tcs pin, completed mbd 6.1, Mbd 8, mbd 9, development proposal, form of offer, and declaration by tenderer.
