The Ethics Institute’s recorded footprint shows seven awards between March 2024 and October 2026, totalling roughly R3.18 million, with activity accelerating to four awards in 2026 alone. Buyers are concentrated among national oversight and public-sector bodies—the Special Investigation Unit, the Wholesale and Retail SETA, the Department of Communications and Digital Technologies, SASSA, and Public Service & Administration—with work split between Gauteng and national mandates. The dominant pattern is a narrow, repeatable niche: ethics training and advisory services for anti-corruption and governance entities, rather than broad general services.
The linked tender analysis confirms this positioning. The SIU’s “Ethics Officer Certification Programme” RFQ, for example, demands a once-off training delivery with post-support commitments, 30-day payment terms, and strict compliance returnables—CSD registration, signed SBD 4, and no amendments after closing. Evaluation follows a “best value” principle, weighing expertise and organisational capacity above price. This signals that competitors must demonstrate institutional credibility and flawless administrative compliance, not just competitive rates, to win similar public-sector ethics work.
