What Happens When Your Cath-Up CIDB Registration Expires: Consequences and Reinstatement Process — March 2026 Update

Johannesburg is plastering the skyline with new mixed-use precincts and township water-proofing backlog projects. CIDB registration is the gate-pass for every tender bundle. If your grade lapses, you drop off the CSD list and your bid opener bins the submission. Johannesburg is plastering the skyline with new mixed-use precincts and township water-proofing backlog projects. Build-up to the municipal elections means Public Works, City of Johannesburg and Gauteng Dept. of Infrastructure are accelerating procurement. CIDB registration is the gate-pass for every tender bundle. If your grade lapses, you drop off the CSD list and your bid opener bins the submission. In March 2026, CIDB is enforcing auto-unloading from the register when certificates expire under the new Regulations 7 of 2025.

The Regulatory Framework

Construction Procurement is governed by the Construction Industry Development Act (2000), Construction Procurement Regulations 2020 (read together with 2025 amendments), and the Preferential Part of the PPPFA (2022). In Gauteng, the Public Works tender officers overlay the Municipal Supply Chain Management Regulations of GFMA and MFMA. Any project above R 1 000 000 00 must be listed on the CIDB project portal and only tenderers with valid CID grades may be considered.

The Construction Procurement Regulations 2020 (Reg 5(2)) compels a Procuring Authority to check the Constructor's CIDB grading certificate, NHBRC and Engineering Council registration where applicable, and B-BBEE status as uploaded on CSD. If these documents expire before evaluation, it triggers non-compliance. For the supplier it is a disqualification, for the Authority a potential court challenge from other compliant bidders, therefore most project officers reject lapsed docs outright.

What Construction Suppliers in Gauteng Must Have in Place

  • CIDB grading certificate — register.cidb.gov.za. Validity: 3 years from registration. Grade 1 (R200 000) to Grade 9 (unlimited). Over-expired certificates are removed from cidb register. Re-instatement requires fresh application plus site visit.
  • NHBRC registration (if residential or mixed) — nhrbc.gov.zb. Validity: annual renewal. Lapse means no house can be sold within a development under NHBRC warranty.
    • ASAQS (Quantity Surveyors) — asaqs.co.za. Validity: 1 year rolling CPD, required on QS-Design projects above R 30 million. Engineering Council PE/Pr Eng — erb.co.za. Validity: annual renewal with CPD. Renew after expiry = 1-month Board review. CSD registration — csubs.gov.zc. Registration never expires but must be kept active; tax compliance flag is checked against Sarseach night. BBBEE (dti) validity depends on turnover: affidavit (under R 10M) valid 1 year; accredited certificate valid 1 year. SARS tax compliance pin (TCS) valid = validity of tax clearance (1 year).

Step-by- 1 Step-by-Step Compliance Approach

  1. Download your CIDB Grade report on register.c-check expiry date. If ≤ 3 months to expiry, click "Renewal" and schedule CIDB audit. Upload site photos, CCR, CR6 form.
  2. Confirm your CIDB grade matches the Estimated Headline Value of the tender. Grade 1 = R0-200 000, Grade 9 = unlimited. The CIDb grade must appear on submission cover page; mismatches cause instant disqualification. Pre-check your on-line CSD status. If flag shows "expired tax," obtain SARS TCS and request CSD refresh (overnight).
  3. Review tender SBD forms. Note BBBEE format: under R 10-crore turnover use affidavit form BD1.1; over that amount attach accredited certificate. Affidavit older than 12 months = zero BBBEE points.
  4. Mandatory briefing? Check tender Notice: usually within 10 days after submission. Proof of attendance must be inserted behind your CIDB certificate, else bid admin rejects.

The Most Common Compliance Failures

  • CIDB Grade mismatch — contractors apply for a Grade 9 project with Grade 7. The online evaluator auto-rejects before you even quote price.
  • Expired CIDB — download shows "Reg Status: Expired." Procurement officer logs the failure in CIDB register, blocking you from new projects until reinstated. SARS tax compliance pin becomes inactive mid-evaluation. Check TCS validity in CSD nightly before evaluation week. BEE affidavit not on correct form (old form BD1) or not signed by Commissioner of Oaths. NB: auditors look at date stamp on the office seal. Wrong form = zero right. **CSD registration is active but bank details "under review" (often after bank account change). This fails the Pre-audit check.

6 Context: What ConstructionSuppliers Should Focus On

Gauteng Infrastructure Budget 2026/27 is R 80 billion, with ring-fences forroads maintenance, township water 5-year backlog, and renewable retrofitting. Decentralised tenders are now below Grade 9, creating Grade 5-8 lane for SMEs. Register early; expired CIDb means you miss wave.

CIDB is pilotising its Integrated Contractor Performance Database (ICPD) with Gauteng Public Works. From Q1 2027, your CIDB renewal will be linked to performance scores. Start collecting your Completion Certificates now.
