Electrical and Energy JVs for SMMEs: How Small Electrical Contractors Win Government Megaprojects

How small electrical contractors use Joint Ventures to combine EP grading, win Eskom and municipal infrastructure projects, and compete for renewable energy installations.

The Electrical Contractor's Growth Problem

South Africa's electrical infrastructure is undergoing its largest expansion in decades. Eskom's transmission grid upgrade, municipal electrification programmes, the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), and private-sector solar PV installations are creating unprecedented demand for electrical contractors. Yet most small electrical companies — those with EP Grade 1 to 4 — find themselves locked out of the largest opportunities.

The reason is simple. A municipal electrification tender worth R30 million requires EP Grade 5 or higher. An Eskom framework contract requires EP Grade 6 or 7. A solar PV farm requires EP Grade 5 plus electrical engineering qualifications that a small contractor may not hold in-house.

A Joint Venture (JV) is the most practical path forward. By partnering with another electrical contractor that holds a higher EP grading, or with a complementary contractor in civil works (CE) or mechanical (ME), small electrical SMMEs can immediately qualify for projects that would take years to reach independently. Combining EP Grades for Bigger Projects

Under CIDB Practice Note 29, two electrical contractors can combine their EP grades to qualify for a project one grade higher than either individual grade. This principle applies specifically within the same class of works — two EP Grade 3 contractors can together qualify for an EP Grade 4 project.

The combined grade calculation considers the best grade among the partners, the contribution percentage of each, and the number of years each partner has held their grade. A JV where a Grade 4 EP contractor (70% contribution) partners with a Grade 3 EP contractor (30% contribution) will likely achieve a combined Grade 5 or 6 EP classification — enough for a significant portion of municipal and Eskom tenders.

Target Markets for Electrical SMME JVs

Municipal Electrification (INEP)

The Integrated National Electrification Programme (INEP) funds municipal electricity connections for households across South Africa. These projects are typically packaged as multi-year contracts covering thousands of connections. They require EP Grade 4 or 5, experience in low-voltage distribution, and the financial capacity to manage large-scale procurement of materials.

An electrical SMME at EP Grade 2 can JV with a Grade 4 or 5 contractor to access these projects. The larger partner provides the grading and project management; the SMME contributes boots-on-the-ground installation teams, local knowledge, and B-BBEE credentials.

Eskom Framework Contracts

Eskom issues multi-year framework agreements for transmission and distribution infrastructure maintenance, refurbishment, and new connections. These frameworks require EP Grade 5 or higher, strict safety compliance (NERS, OHSAS 18001), and a proven track record of working on live electrical networks.

A JV between an EP Grade 3-4 SMME and a Grade 5-6 partner can meet the combined grading threshold. The SMME brings local presence in the Eskom distribution region and potentially stronger B-BBEE credentials, while the larger partner brings the framework-level experience and safety systems.

Renewable Energy and Solar PV

The renewable energy sector is a growing opportunity for electrical JVs. Solar PV installations, battery storage systems, and energy efficiency retrofitting for government buildings all require electrical contracting services. These projects range from small rooftop installations (R500K-R2M) to large solar farms (R50M-R500M).

For large-scale solar, an electrical contractor (EP) typically JVs with a civil contractor (CE or GB) for foundations, mounting structures, and site preparation. The JV presents a single integrated bid that covers the full project scope.

B-BBEE Scoring in Electrical JVs

Government and Eskom tenders for electrical works typically allocate B-BBEE points using the 90/10 or 80/20 preference system. A Level 1 electrical SMME contributing B-BBEE credentials to a JV with a larger electrical contractor with Level 4 or 5 status can significantly improve the combined score.

  1. Assess your current EP grade and identify the grade your target project requires.
  2. Find a complementary partner — either a higher-grade electrical contractor or a civil/mechanical partner for multi-disciplinary projects.
