Warranty:

The Contractor is responsible for transport of the transformer from the factory to the Employer's applicable Strategic Store, and for commissioning and installation at the store. Transformers are to be delivered and off-loaded in accordance with A&B Schedules. On completion, the transformer must be handed over with all relevant test results and signed certificates. A minimum of 2 impact recorders are to be fitted to the transformer before transport, one inside the tank on the active part and one on the outside wall. The recorders are stopped or removed only once the transformer is in its final position, witnessed by the Employer's representative. The Contractor must maintain a safe and clean working environment for the duration of the Contract at Eskom Strategic Stores.

The Contractor provides any special tools or keys required for maintenance or affecting adjustments, excluding special tools for long-term tap changer maintenance. The Contractor supplies transformers with all blanking plates, which remain the property of the Employer, painted to the same specification as the transformer tank. The Contractor supplies a list of recommended spares for the works after final design, including item descriptions, reference numbers, quantity recommended, prices, and guaranteed supply period, and details recommended routine maintenance. Where possible, local supply of plant and material must be indicated.

The Contractor supplies the following minimum documentation: QA Manual (2 copies, ex-works + 2 weeks), Operating & Maintenance Manual (2 copies, before commissioning of the Works), and soft copy of the above (1 copy, ex-works + 2 weeks).

The Contractor shall provide training to the Employer at different levels. For site staff, the Contractor provides training in operation and maintenance of the works, with a list of recommended training activities including duration and location. The Contractor provides two Master Training Manuals and an electronic media like video is accepted. Each person trained receives an individual copy of the training manual. The Project Manager will provide the number of Employer's personnel to be trained up to a maximum of 15 people and duration up to two days. Training is given to store people for units being delivered and erected for storage, and site staff responsible for maintenance for units being installed and commissioned. Training must be completed before hand-over of the works, and proof of training submitted as part of handing over documents. For engineering staff, training shall be arranged on ad-hoc basis in line with design, manufacturing, testing, and life management of transformers. The Contractor shall bring a proposal to the Employer for acceptance, and during each contract review, the OEM shall produce records of training done.

The Employer performs the following specific tasks at the strategic store: bonding of transformer bushings to ground, earthing of the transformer tank, cabling from marshalling interface box, connection of the tap changer heater to the relevant supply, and provision of unobstructed access to site. The Contractor is responsible for all cabling from the transformer and its components to the marshalling interface box as well as the supply and installation of all components necessary for completion of the works. The Employer will provide all relevant information pertaining to the site.

The Contractor submits a first program to the Employer for acceptance within six weeks of the Purchase Order date. The program contains all activities, durations, resource details, start date, completion date and relevant milestone dates, submitted in MS Projects format.

Sectional completion for the transformer includes the following phases: Design freeze (design review completed, design in totality according to Works Information, single line, general arrangement and detail drawings, all new plant interfaces, commissioning/re-commissioning procedures, quality assurance plans, inspection and test plans, manufacturing PQPs); Installation (signed clearance and test certificates, one set of red lined as-built drawings, completed PQPs, training manuals available, personnel fully trained, operating and maintenance manuals delivered, no defects and installation according to Works Information, oil samples taken before and after installation); Unit completion (no outstanding defects, all documentation as required in Section 2.3.4 delivered, all quality control documentation signed off with no outstanding issues).

The following works are provided by the Contractor by the completion date: design, supply whole of the works, deliver whole of the works, removal of all debris, tools and equipment used during erection, corrosion protection on whole of the works, installation and commissioning of the works, operating and maintenance manuals, employer staff training and training manuals, as-built drawings for whole of the works, and all quality documentation signed off with no outstanding actions.

Special requirements include: transportation requirements and limitations as reflected in the drawings and additional information provided in Annexure B; notification time for local factories of 6 weeks prior to F.A.T's and for factories outside South Africa of 12 weeks prior to F.A.T's; and factory performance figures to be provided every 6 months, with annual performance figures audited by an independent body, and the Contractor must inform the Employer of any deviations from quoted factory failure rates or on-time delivery rate.

Power transformers are to be manufactured in accordance with a quality assurance management system complying with the latest ISO 9001 and ISO 14001 standards, and must be accepted by the Employer. The Employer reserves the right to conduct surveillance and periodic inspections at the Contractor's works during the manufacturing phase. The Contractor submits Process Quality Plans (PQPs) to the Employer for acceptance 6 weeks after the Purchase Order date, including all witness and hold points. Draft copies are submitted and discussed during the design review phase.

PQPs must cover: manufacturing (including design stages and all processes up to and including testing), transport ex-works from factory to final position at the applicable store, and assembly and commissioning at site. PQPs must include details of the process, acceptance by the Employer, a list of signatures (with reference to the owner) for completing all steps, hold points and witness points, references to certificates or important documentation, and breakdown of the main process into individual tasks or steps with signature and date for each.

Factory testing scope is detailed in the A&B schedules and standard 240-68973110, with acceptance criteria per the latest IEC standard as at the date of the order. The Employer reserves the right to be present during any or all tests. The Contractor must inform the Employer of the testing date 12 weeks in advance. The Employer's Project Manager releases a power transformer for despatch only when all tests have been successfully completed and all necessary quality documentation completed. The Employer's Project Manager must give the instruction for despatch within 48 hours from successful test.

Design review meetings are scheduled to ensure common understanding of specific requirements and applicable standards, structured as detailed in 240-68973110, scheduled by the Contractor at least 12 weeks before the meeting (6 weeks for local factories). The design review meeting will be held at the manufacturer's works or as otherwise specified. The Contractor minutes all important information during the design review process and ensures all outstanding actions are addressed and agreed upon by all parties before manufacturing starts.

The Contractor demonstrates compliance to the applicable Quality documents as referenced in the specifications. The Contractor authorises all documents submitted as demonstration of compliance to the quality requirements of the contract. Before plant is placed in service, the Contractor is to certify that it is in safe condition.

Warranty is only applicable if the transformer has been installed by, or under the supervision of, an engineer/technician approved by the respective factory. Preparation for storage or moving after storage must be supervised by the manufacturer's supervisor or an approved engineer/technician. If the site is not ready for installation and commissioning, the Employer is responsible for the unit until the site is ready, and must adhere to the Contractor's storage procedure. In all other circumstances, the Contractor remains responsible for handling and storage of items. Equipment must be handled and maintained in compliance with manufacturer's instructions and not exposed to conditions other than those defined by the Contract. Normal wear and tear, inadequate maintenance, Force Majeure, and any damage not considered the Contractor's fault are not covered by warranty.

Schedule A specifies the Employer's requirements. Schedule B specifies guarantees and technical particulars of equipment offered by the Contractor, who guarantees the values entered in Schedule B. Schedule A&B takes precedence over all other specifications.
