Gauteng remains the epicentre of South Africa’s public-sector spend this week, with 15 General-sector tenders closing between now and 23 January 2026. From reactor vessels at Eskom to the State of the Nation Address infrastructure at the Grande Parade, the scope is wide—but the evaluation rules are tight. Contractors who align their compliance packs to the exact wording of each bid document will be first across the line.

Current General Opportunities

Transnet SOC has released an urgent SUPPLY AND INSTALLATION OF FOUR AIR-CONDITIONERS at its Gauteng facilities, closing 13 January. The contract is small in volume but high in visibility; successful execution often leads to repeat HVAC work across the group’s property portfolio. Bidders should note the requirement for ISO-certified technicians and a 12-month maintenance warranty.

Eskom’s PROVISION OF REACTOR PRESSURE VESSEL (RPV) AUTOMATED ULTRASONIC (UT) INSPECTION SERVICES, closing 15 January, is technically demanding. Only vendors with ASNT Level III inspectors and SANS 347 pressure-equipment conformity will be short-listed. The work is scheduled for a 2027 outage window, so mobilisation planning must be demonstrated upfront.

Local government is investing heavily in storm-water resilience. The CLEANING OF MAJOR STORM WATER OUTLETS for Mossel Bay Municipality, closing 16 January, covers desilting of 4 km of outfall pipes and the removal of an estimated 1 200 m³ of refuse. Retention of 10 % is standard, but the municipality will release 50 % of retention within 30 days of practical completion if no latent defects are found.

Two HVAC tenders issued by Public Works—HVAC SYSTEMS AND ASSOCIATED EQUIPMENT: AREA 1 and AREA 2—both close 20 January. Area 1 covers 17 courts and police stations; Area 2 covers 22 health facilities. Contractors may bid for one or both, but each bid must be submitted separately with its own CSD number. Energy-efficient units (minimum EER 3.2) are mandatory, and green-building certification is a scoring criterion.

The Gauteng Department of Education is pushing a 36-month basic-services contract: INVITATION OF SERVICE PROVIDERS TO SUBMIT PROPOSALS TO RENDER THE SERVICES OF SUPPLY AND DELIVERY OF CLEAN DRINKING WATER AT GAUTENG DEPARTMENT OF EDUCATION (GDE) INSTITUTIONS. Closing 23 January, the tender is expected to allocate at least 2 200 schools to a panel of three suppliers. Weekly delivery schedules must be submitted and deviations attract penalty clauses of 0.5 % per day.

Also on 23 January, SASSA is appointing a panel for GENERAL BUILDING AND ELECTRICAL MAINTENANCE FOR SASSA VARIOUS OFFICES IN GAUTENG REGION. The framework is for 36 months and allows call-offs between R50 k and R3 m per order. The bid is open to CIDB contractors graded 2GB or higher with electrical wireman’s licences valid until at least 2028.

What the Market Is Saying

This cluster of tenders confirms two trends: first, organs of state are locking in long-term facilities-maintenance panels to mitigate budget claw-backs later in the financial year; second, technical HVAC and water-supply contracts are being used as pilot projects for green-building compliance. Contractors who can demonstrate Scope-2 carbon savings and ISO 14001 environmental management systems are scoring disproportionately high.

Compliance remains non-negotiable. All issuing authorities are validating CSD numbers electronically; any mismatch between the CSD and the BBBEE certificate instantly disqualifies the bid. SARS TCS letters must be dated within 90 days of close, and the CIPC confirmation must show “active in business” status. If you employ staff, a COIDA letter of good standing is mandatory—even for one-day cleaning contracts.

Deadlines to Prioritise

Transnet’s AIR-CONDITIONERS close 13 January at 11:00, followed by Eskom’s RPV INSPECTION SERVICES at 14:00 on 15 January. These two dates represent the narrowest submission windows. Gauteng contractors should plan for overnight courier or hand-delivery to the respective tender boxes; late submissions are rejected without exception, and e-portal uploads are not accepted for these bids.

Compliance Checklist for General Tenders

Before you compile your offer, ensure the following documents are in a single PDF portfolio and paginated:

  1. CSD registration with the relevant commodity codes (e.g., 50316000 for HVAC, 41000000 for building maintenance). Print the unique CSD report—not the dashboard.
  2. Valid BBBEE certificate (SANAS or IRBA) aligned to the CSD shareholding disclosure. A sworn affidavit is acceptable only for EMEs below R10 m annual turnover.
  3. SARS Tax Compliance Status (TCS) pin obtained via eFiling. The letter must reference the tender number.
  4. CIPC company profile stamped “active” and issued within six months.
  5. CIDB registration at the correct grade and class for the works.
  6. If you employ staff, a COIDA letter of good standing dated within the last 30 days.

Remember: Always read the full tender document before starting your submission. The most common failure is applicants who do not respond directly to every evaluation criterion.
