Uniforms and PPE Supply: Local Content and Safety Standards

Textiles and leather are heavily regulated designated sectors. Learn the rules for supplying overalls, safety boots, and corporate uniforms.

Uniforms and PPE Supply: Local Content and Safety Standards

From police uniforms to municipal worker overalls and nurse scrubs, the state buys millions of garments annually. However, this sector is strictly protected to stimulate the local textile industry.

1. The 100% Local Content Rule

The Department of Trade, Industry and Competition (the dtic) has designated the Textile, Clothing, Leather and Footwear sector for 100% Local Content.

  • Raw Materials: The fabric must be woven/knitted in South Africa. The leather for boots must be tanned in South Africa.
  • Manufacturing: The Cut, Make, and Trim (CMT) process must happen in SA.
  • Exemptions: If a specific fabric isn't made here, you must apply to the dtic for an exemption letter before bidding.

2. Safety Standards (PPE)

Personal Protective Equipment (PPE) saves lives.

  • Safety Boots: Must meet SANS 20345 standards.
  • High Visibility: Reflective tape must meet specific retro-reflective standards.
  • Hard Hats & Eyewear: SABS approval is mandatory.

3. Sizing and Fitting

A common logistical nightmare.

  • Size Curve: Your bid might be for "1000 overalls," but you need to supply the correct mix of S, M, L, XL, etc.
  • Fittings: Tenders often require you to go to the site to measure staff before ordering. Factor these travel costs into your bid.

4. Branding and Embroidery

Most corporate wear requires branding.

  • Logo Digitization: You need the client's logo in high res.
  • Placement: Spec will say "Left Chest Pocket" or "Back Print".
  • Cost: Embroidery is usually charged per stitch count. Screen printing is per color.

Conclusion

Do not attempt to import cheap uniforms from Asia for government tenders. The local content verification is strict, and caught suppliers face criminal fraud charges. Partner with compliant local factories.
