Submit one (1) original and one (1) electronic copy for each of two separate envelopes: Envelope 1 (Qualifying and Functional Evaluation) and Envelope 2 (Price and Preferential Points). Both envelopes must be clearly marked with tender number, envelope type, and closing date. Return address must be on the package. Failure to submit required documents (Part A, Part C, Annexures A-F) may result in disqualification. No canvassing of Denel employees is permitted—violation leads to immediate disqualification.

Evaluation is a two-stage process: Stage 1 (Qualifying and Functional Evaluation) and Stage 2 (Price and Preferential Points). Mandatory requirements must be met to proceed. Functional criteria include adherence to technical specifications (e.g., OEM, sample submission of 800 primers from intended batch). Price must be quoted in ZAR, fixed, and inclusive of all taxes. Preferential points will be awarded per PPPFA Regulations, 2022, based on B-BBEE status level (certificate or sworn affidavit required for EMEs/QSEs). Highest scoring tenderer wins unless objective criteria justify otherwise.

Supply 1,000,000 units of 9mm Berdan M561A1 primers. Must meet functional specifications and standards. OEM must be specified. Delivery lead-time must be stated. Tenderer must supply a free sample of 800 primers from the same batch intended for supply. No sub-contracting allowed without prior approval. Late delivery penalties: 1% of total order value per completed week of delay (max 10%). If delay exceeds 4 weeks, Denel may cancel the order and recover additional costs from the supplier.

Pricing must be in South African Rand (ZAR), fixed, and inclusive of all applicable taxes. Prices subject to confirmation will not be considered. Payment terms: only after acceptance at PMP. Complete Annexure A (Schedule of Rates/Price Proposal) and submit in Envelope 2. Pricing must specify unit of measure, total price excl. VAT, and total price incl. VAT. Indicate delivery basis (e.g., CIF, FOB, DDU, Ex Works) and whether transport costs are included.

Tax Compliance: Submit SARS TCS PIN or CSD number (if no TCS PIN). Foreign suppliers not liable for RSA tax may be exempt. B-BBEE: Valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) required to qualify for preference points. CIPC registration documents (certified copies) required, including shareholder agreements and member percentages for close corporations. Joint ventures/consortia must submit separate TCS certificates/PINs for each party and a breakdown of fee/work split. No bids accepted from persons in the service of the state or entities with such directors/members. Submit SBD4 (Declaration of Interest), SBD6.1, and supporting documents for mandatory criteria. Proof of authority (e.g., company resolution) must accompany signatures.
