Practical guidance:

• Complete all forms in black ink.
• Sign each page of the Form of Quotation and Form of Acceptance (Form B).
• Correct price errors by crossing out in ink and initialing; do not use correction fluid.
• Prices must be in ZAR, VAT-exclusive, and firm for 30 days.
• All pages must be initialed.
• No price changes allowed after closing date/time.
• False declarations on MBD forms may lead to automatic disqualification.
• Late or incorrect submissions will not be considered.

Evaluation system: 80/20 preference point system (for RFQs between R30,000 and R750,000 VAT-inclusive) as per Preferential Procurement Policy Framework Act and SCM Practice Notes 02/2023 and 01/2024.

Scoring breakdown:

• Price: 80 points (lowest price scores highest; no price increases allowed after submission).
• Preferential Goals: 20 points maximum, allocated as follows:
• 10 points: Business owned by 51% or more Black Youth.
• 10 points: Enterprise located within the City of Johannesburg Metropolitan Municipality.

Mandatory compliance checks (failure results in disqualification):

• Must be a registered supplier on the City of Johannesburg and Central Supplier Databases.
• No outstanding municipal rates/taxes or service charges in arrears for >3 months.
• No convictions for fraud/corruption or listings on the Register for Tender Defaulters.
• Valid Tax Clearance Certificate or SARS PIN (submitted with quotation or within 7 days if requested).
• Compliance with B-BBEE regulations.

Exclusions:

• Persons in the service of the state (or their close relatives) may be excluded unless declared via MBD 4.
• Bidders with past SCM abuses, contract terminations, or collusive bidding (bid rigging) will be disqualified.
• False declarations on any MBD form (e.g., MBD 4, 8, or 9) may lead to automatic disqualification.

Scope: Provide scrap baling services for COJ-identified vehicles on an as-and-when-required basis for up to 12 months.

Key tasks:

• Prepare all COJ-identified vehicles for scraping.
• Supply PPE and ensure compliance with the Occupational Health and Safety Act for onsite staff.
• Remove all sealed hazardous fuel containers (petrol, diesel, oil, brake fluid, hydraulic fluid) before compacting; place in sealed containers and remove from site within 48 hours.
• Remove batteries, brake pads, tyres, and rims from vehicles onsite before compacting.
• Cut trucks and buses into smaller pieces before or during compacting (no post-compacting cutting allowed).
• Deep clean the site after compacting to ensure no oil spillages or waste remains.
• Compact loose items (e.g., gearboxes, engines, canopies, doors).
• Collect and transport vehicles to the compacting site.
• Perform all work in the presence of a COJ representative.
• Use SABS-approved weighbridges for weighing compacted vehicles and loose items.
• Assume liability for any damage or injury caused directly or indirectly by operations.
• Bear all costs: compacting, transportation of bales, sorting metals, weighbridge fees, disposal of waste/non-recyclables, and site cleaning.
• Maintain and ensure proper functioning of all machinery; replace compacting machines within 48 hours if breakdowns occur.
• Comply with the National Environmental Management Act for disposal of hazardous materials (e.g., waste oil, filters, brake pads, tyres, mercury, refrigerants, lead, batteries).
• Submit weighbridge transaction details within 5 working days of disposal.
• Rectify any site damages immediately to the satisfaction of JMPD.

Deliverables:

• Minimum of 20 vehicles compacted per day.
• Mobile balers must compact vehicles into a non-usable, unrecognizable state (no bulldozing).
• Machinery must compact all standard JMPD fleet vehicles (excluding trucks and buses).
• Engines and gearboxes must be compacted onsite into a non-usable state.
• Remove bales when 50% of compaction site space is used.
• Group and compact all vehicle parts/accessories in the presence of a commissioned officer, who will certify the process.

Mandatory requirements:

• Comply with National Environmental Management: Waste Act for premises and scrapping procedures.
• Dispose of hazardous materials per National Environmental Management: Waste Act.
• Comply with all relevant Acts, Local Authority Laws, and Bylaws.

Pricing:

• Quote fees in ZAR per kilogram for cleaning, safe collecting, removal, transporting, compacting, and/or disposing of vehicles.
• Prices must be VAT-exclusive and firm for 30 days.
• All prices must include delivery charges.
• No price increases will be considered after submission.
• If prices are exchange-rate-dependent, forward exchange rate cover must be obtained within 14 days of order placement; proof must accompany invoices.

Payment terms:

• The City will compensate the service provider based on the accepted fee per kilogram of compacted material.
• Submit weighbridge tickets, disposal certificates, delivery notes, and relevant signatories in both electronic and hard copy before payment.
• Weight variance up to 5% is acceptable; beyond this, 95% of the bidder’s weighbridge weight will be used for charging.
• Late or non-payment will incur penalties per the General Conditions of Contract (National Treasury).

Costs:

• Bidder bears all costs for compacting, transportation, sorting, weighbridge fees, disposal, and cleaning.
• Bidder is responsible for transporting compactors to/from the site.
