Mandatory disqualification criteria: Tenderer must not be on National Treasury’s Database of Restricted Suppliers or Register for Tender Defaulters. No convictions for fraud/corruption in the past 5 years. No conflicts of interest (e.g., shared directors/shareholders with Eskom or other tenderers). Must not subcontract 100% of the scope. Joint ventures/consortia must include joint and several liability clauses. Technical criteria: CIDB grading of 4EP or higher (engineering/construction). Registration as an Electrical Contractor with the Department of Labour or ECSA. Proof of similar experience (e.g., lighting projects in sewage plants/hazardous areas). Qualitative scoring: Ability to perform lighting surveys (minimum 3 past surveys for full points). Ability to design lighting systems (minimum 2 past designs for full points). Supplier relationships: Proof of orders for >1000 units of LED lights or letters from suppliers. Financial criteria: Valid tax clearance certificate (or SARS PIN/CSD number). Financial viability: Latest audited financial statements or management accounts (no drafts). For unincorporated JVs/SPVs: Each partner must submit financials. Legal criteria: COIDA registration and valid Letter of Good Standing. Compliance with Employment Equity Act (if applicable). Valid B-BBEE certificate or sworn affidavit. Technical evaluation threshold: Minimum 70% weighted score required. Failure to meet any mandatory criteria results in immediate disqualification.

Scope: Design, supply, installation, and commissioning of a solar lighting system around Lethabo Power Station sewage plant maturation ponds. Problem: Inadequate lighting makes night-time access unsafe. Deliverables: Design a solar lighting system to illuminate maturation pond and fencing areas. Lighting must meet specified lux levels (minimum 20 lux), uniformity ratios, and glare ratings. Each lighting unit must be independent, automatically switch on/off, and require minimal maintenance. Pre-installation approvals: Submit heat map (lux levels), light data sheets, area coverage details, software simulation (uniformity), system life expectancy, civil and mechanical information. Post-installation: Provide as-built drawings (electrical, civil, mechanical), night-time lux level survey confirming design, and certificates of compliance. Constraints: Work under overhead high-voltage power lines. Comply with wayleave requirements. Personnel must have ORHVS Outcome 2 authorization. Maintain minimum safe working clearances (e.g., 3.0m for 275kV lines). Health and Safety: Provide a plan aligned with Eskom’s SHE specification.

Payment terms: For contracts valued below R50 million (including VAT), Eskom commits to paying within 30 days of receipt of undisputed invoices. For contracts above R50 million, terms are not fully specified. Costing for OHS must be itemised (e.g., training, PPE, safety equipment).

Mandatory registrations/certificates: CSD registration required prior to award. Tax compliance: Submit TCS/PIN or CSD number (foreign suppliers may need a tax compliance certificate). B-BBEE: Valid certificate from a SANAS-accredited agency or sworn affidavit/CIPS affidavit. OHS compliance: Must comply with Eskom’s OHS requirements (32-136 standard, OHS Act, COIDA). Penalties apply for non-conformance.
