Disqualification risks:

• Tenderer is a national of a country on international sanctions lists.
• Tenderer submits more than one tender (except for E-tendering system size limits).

Basic compliance requirements:

Technical evaluation (70% minimum threshold to qualify):

• Experience (60% weight): Proof of 3+ previous supply/delivery orders for bolts/nuts/fasteners/industrial materials. Evidence must:
• Be ≤5 years old.
• Include signed/stamped Purchase Orders/Acceptance Letters and Delivery Notes from the client.
• Demonstrate bulk deliveries: ≥10,000 units OR ≥1,000kg OR ≥R250,000 (excl. VAT) per order.
• Method Statement/Technical Proposal (5% weight): Comprehensive plan covering sourcing (SANS/ISO/ASTM compliance), quality assurance/inspection, packing/labelling, and logistics/delivery.
• Letter of Intent (15% weight): From a registered manufacturer/supplier confirming capability to supply items per scope. Must be on official letterhead and state intent clearly.
• Material Technical Data Sheets (MTDS) (20% weight): For critical items (Grade ≥8.8, stainless/alloy steel, diameter ≥M24, OEM/Eskom-referenced, load-rated/lifting). MTDS must be from registered manufacturers/suppliers and technically relevant.

Price evaluation (90 points):

• Prices inclusive of VAT, corrected for errors, excluding contingencies.
• Adjusted for deviations/alternatives (if allowed).
• Net Present Value comparison based on programme, price, and risk.
• Unconditional discounts considered; conditional discounts applied at payment.

Specific Goals (20 points): Scored per PPPFA. Failure to submit evidence results in 0 points for that goal (not disqualifying).

Final ranking: 80/20 preference point system (Price 90 + Specific Goals 20).

Supply and delivery of bolts and nuts on an as-and-when-required basis to Matimba Power Station over 60 months.

Scope includes:

• Sourcing materials compliant with SANS/ISO/ASTM standards.
• Quality assurance and inspection processes.
• Packing and labelling per Eskom specifications.
• Logistics and delivery plan (transportation).

Bulk delivery requirements per order:

Contract terms: NEC3 Supply Contract. Cataloguing may be required post-award; pricing schedule must include a line item for this if applicable. Alternative tenders are not allowed.

Pricing must be submitted in PDF format as part of the NEC or other Contract/Pricing Schedule.

Payment terms:

• 30 days for contracts ≤R50,000,000 (incl. VAT).
• 60 days for contracts >R50,000,000 (incl. VAT).

• Control of Externally Provided Processes, Products, and Services (criteria for evaluation, selection, monitoring, and re-evaluation of suppliers/subcontractors).

Environmental: Refer to tender-specific environmental requirements.

Joint Ventures:

• Valid JV agreement with joint and several liability.
• Single designated bank account in the name of the JV.
• Profit-sharing ratios declared.
• Separate written confirmation of single business entity operation.
