Submit completed quotation in a sealed envelope, clearly marked with 'Quotation No. GMQ106/25-26', to the tender box on the Fifth Floor, Directorate: Financial Services, Supply Chain Management Unit, Civic Centre, 71 York Street, George by no later than 12:00 on Thursday, 11 June 2026. Late, unmarked, posted, faxed, or emailed quotations will not be accepted. Quotations will be opened on the same day in the Committee Room at 12:05. Required forms: MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9 must be completed and submitted with your quotation. Quotation documents must be completed in black ink; corrections must be crossed out and initialed. Do not dismember the document or insert pages between sections. All relevant documents must be attached at the end. Quotation documents are available for R67.85 each from the Supply Chain Management Unit or free on www.george.gov.za.

Evaluation is based on the 80/20 Preferential Procurement Policy Framework Act (Act 5 of 2000) Regulations 2022. Points are allocated as follows: 80 points for price, 10 points for B-BBEE status level, and 10 points for locality. The highest-scoring bidder wins. B-BBEE points are awarded based on the bidder’s status level (e.g., Level 1: 10 points, Level 2: 9 points, etc.). Locality points are awarded as follows: 10 points for offices within George Municipality, 6 points for Garden Route District Municipality, 4 points for Western Cape, and 2 points for outside Western Cape. Proof of a staffed/operational local office is required (e.g., municipal account, lease agreement). Valid B-BBEE certificates must be submitted to claim points. Quotations above R30,000 must include a valid tax clearance certificate from SARS. Bidders must not be in the service of the state, provincial government, or municipality. Conflicts of interest must be declared (MBD4 form required).

Bidders must complete the Past Experience schedule, providing details of similar works/services satisfactorily completed in the past. This must include the description of work, contract value, employer name, duration, completion date, and employer contact number. This schedule is compulsory.

George Municipality reserves the right to verify a bidder’s claim of having a local staffed, manned, and operational office within the George Municipal area through site visits and inspections. The principle of substance over legal form (GRAP) will be applied in assessments. Fronting or fraudulent claims may result in blacklisting on the Central Supplier Database (CSD).

Bidders must complete the pricing schedule with unit prices and quantities for each item: Vancouver Maple Melamine or equivalent (Kent cluster one-shot top, LHS and RHS; central locking mobile pedestal with 3 drawers), Coimbre Melamine or equivalent (Kent cluster one-shot top, LHS and RHS; central locking mobile pedestal with 3 drawers). Sub-total, 15% VAT, and total price (all taxes included) must be provided. Bidders must quote a price in each line; failure to do so will disqualify the quotation. If no pricing is applicable, quote R0.00.

Bidders must submit a valid Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) number. Successful bidders must register on the CSD. B-BBEE certificates submitted must be valid originals or certified copies. Trusts, Consortia, or Joint Ventures must submit their B-BBEE status level certificate to qualify for points. No quotations will be considered from persons in the service of the state, provincial government, or municipality. Certified copies of the identities of directors and owners must be attached. Status of Municipal accounts must be submitted. Compliance with POPIA is required; service providers must establish and maintain security measures to safeguard personal information and notify the municipality immediately of any unauthorized access.

The contract will be governed by the law of the Republic of South Africa. The successful bidder’s offer must remain valid for 60 days from the closing date. If the bidder withdraws their quotation or fails to fulfill the contract, George Municipality may cancel the contract and recover additional expenses incurred. Acceptance of the quotation will be communicated by letter or order via certified or registered mail. The contract includes clauses for POPIA compliance, requiring the service provider to safeguard personal information and notify the municipality of any unauthorized access. Joint and several liability applies to consortia or joint ventures. Domicilium citandi et executandi must be within South Africa.
