• Scope: Expression of Interest for a panel of accredited pest control service providers for the Limpopo Department of Health for a period of 36 months, as and when needed.
• Services required include pest control for: Rodents; Cockroaches; All crawling insects (ants, bed bugs, fleas, spiders, termites); All flying insects (flies, wasps, fruit flies, mosquitoes, bees); Animals causing health hazards (birds, cats, snakes, monkeys, bats); and other vermin.
• Services include identification, treatment (spraying, gels, fogging, bait trapping, physical removal), post-treatment mop-up (removal of dead pests, used chemicals, cleaning), installation and maintenance of monitoring devices, and record-keeping.
• Mandatory statutory requirements for bidders:

• Valid Pest Control Registration Certificate as an Operator under the Fertilizers, Farm Feeds and Agricultural Remedies and Stock Remedies Act, 1947.
• Valid Pest Control Operator’s Competency Registration certificate issued under AgriSETA.
• Valid Pest Control Operator’s Category Accreditation(s) certificate issued under AgriSETA.
• Valid roadworthy vehicle certificates with proof of ownership or lease agreement.
• Company profile, business address, and coordinates.

• If using organophosphate chemicals (hazardous substances group 1B), a valid Section 4 license from the Department of Health must be submitted.
• All pesticides/insecticides must be SABS-approved and Department of Agriculture approved.
• Services must comply with the Occupational Health and Safety Act (health and safety files on site).
• Pest control operators must be trained, work under supervision of an accredited operator, wear full PPE and company uniform, and the bidder must have a 24-hour emergency contact service.
• Membership of the South African Pest Control Association / Pest Control Industry Services Board is an added advantage.

• Bidders must attach valid Pest Control Operator Competency Registration and Category Accreditation certificates issued under AgriSETA or SAQA accredited centres.
• Proof of roadworthy vehicles (ownership or lease agreement) is required.

• All pest control services must be undertaken in compliance with the Occupational Health and Safety Act. Health and safety files must be on site and a copy submitted to the project manager.
• If using hazardous substances (Group 1), a valid Section 4 license from the Department of Health is required.
• Pest control operators must wear full personal protective equipment (PPE) according to industry standards.
• The bidder must have a 24-hour emergency pest control contact service.

• The contract will be governed by the General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC).
• Key GCC clauses include: Performance security may be required within 30 days of award; Warranty periods (12-18 months); Payments within 30 days of invoice; Prices are firm except as authorised; No assignment without consent; Subcontracts must be notified; Penalties for delays; Termination for default, insolvency, or corrupt practices; Force majeure provisions; Dispute resolution through mediation or South African courts.
• The successful bidder must sign the contract within 7 days of award acceptance. A Service Level Agreement (SLA) will be negotiated within 30 days after contract signing.

• The evaluation uses the Preferential Procurement Regulations 2022. The 90/10 preference point system applies (90 points for price, 10 points for specific goals).
