Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals (B-BBEE ownership). Minimum functionality score to advance: 80/100. Functionality criteria (80 points total): Company profile and experience (15 pts: >5 years = 15, 3-5 years = 10, ≤3 years = 5), Project team and CVs (45 pts: PM/designer/proofreader with >8 years = 15 each, 5-8 years = 10 each, 3-5 years = 5 each, <3 years = 0), Project plan and methodology (15 pts: clear plan with all criteria = 15, 3 criteria = 10, 2 criteria = 5), Portfolio (15 pts: ≥3 marketing materials including 1 annual report = 15, 3 materials but no annual report = 10, <3 materials = 5), Reference letters (10 pts: >3 valid letters = 10, 3 letters = 5, <3 = 0). Mandatory compliance: CSD registration, tax compliance, B-BBEE status, no tender defaulter/restricted supplier listing, no fraud/corruption convictions, no conflicts of interest.

Scope: Design, layout, and printing of Iziko Museums of South Africa Annual Report 2025/26, PowerPoint template, and CD covers. Deliverables: Design of Annual Report (covers, chapter headers, 228pp text + 4pp cover, full colour), PowerPoint template, CD cover (adapted from AR cover), 10 performance target infographic posters, proofreading (4 stages, British English), 100 printed copies (A4 short portrait, 4/4 colour, 120gsm Matt Art paper inside, 320gsm Inver Cote Creato Matt cover, UV varnish one side, perfect bound), 10 CDs (HiRes and LowRes PDFs). Service provider must: source high-resolution partner logos, create print-ready PDFs, liaise with printers for supervision/oversight, ensure AG/CEO signoff, and meet all deadlines. Work period: 1 June 2026 to 25 August 2026. Iziko provides all text and images. Portfolio must include at least 3 types of marketing materials, one of which must be an annual report.

Submit a detailed cost schedule inclusive of VAT, with full breakdown for: design (3 concepts, 3 corrections, infographics), layout, PowerPoint template, CD cover, proofreading, printing (100 copies), CDs (10 copies), author’s corrections, production meetings, administration/management fee, and contingency fee (15% of total quote, subject to prior approval). Pricing must cover all deliverables; no variations allowed post-award. Payment terms: based on deliverables received, invoices approved by project manager. Offer valid for 60 days from bid closing date. Payment only for work completed satisfactorily.

Mandatory documents: CSD Registration Report (with supplier number and company details from www.csd.gov.za), tax status verification PIN and tax registration number, valid B-BBEE certificate or sworn affidavit, SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), Annexure C (Confidentiality and Non-Disclosure Agreement). Failure to submit any document may disqualify the bid. Additional requirements: Bidder must not be listed on the Register of Tender Defaulters or List of Restricted Suppliers. Bidder must certify no state employment conflicts, no relationships with Iziko employees, no collusion with competitors, and no involvement in drafting specifications.
