Evaluation uses the 80/20 preference point system:

Technical evaluation (Functionality) has a minimum threshold of 60 points:

• Track Record (70% weight): Submit Letter of Appointment and Close-out Letter on company letterhead. Points: >15 years (70), 10-15 years (50), 3-10 years (25), <3 years (0).
• Academic Qualifications (30% weight): Submit CVs with verifiable experience and contactable references. Points: Master’s Degree or above (30), Honours Degree (10), other relevant qualifications (5).

Scope: Provide conservator services for the 'Materiality' exhibition at Iziko Museums.

Deliverables:

• Assist at Iziko South African National Gallery between 13 July 2026 and 14 August 2026 (part-time, schedule confirmed in early July).
• Assess approximately 110 artworks (paintings, textiles, sculptures) and complete detailed condition reports using Iziko’s template. Some reports may be supplied by lenders.
• Assist with minor conservation interventions and provide professional guidance for any concerns, including treatment recommendations.
• Provide guidance on best practices for hanging and installation of artworks.

All work must meet professional museum standards and be completed within the project timeline.

• Submit pricing for conservator services as a monthly rate inclusive of labour.
• Provide a detailed cost breakdown including VAT.
• Payment is based on deliverables and approved invoices.
• Offer valid for 60 days from bid closing date.
• No variations allowed after award.

Pricing requirements:

• Submit a formal detailed quotation on company letterhead with a full cost breakdown, inclusive of VAT, disbursements, and escalations (if applicable).
• Include a monthly rate for conservator services (inclusive of labour) for the contract period.

Payment terms:

• Payment is based on deliverables for services rendered.
• Only for work completed satisfactorily, with invoices approved by the project manager.
• Offer must remain valid for 60 days from bid closing date.
• No price variations allowed after award.

Mandatory documents to submit:

• Central Supplier Database (CSD) Report with supplier number and company details, plus Tax Status Verification PIN and tax registration number.
• Valid B-BBEE Certificate or Sworn Affidavit.
• Signed Request for Quotation Document.
• Valid Tax Certificate and/or Tax PIN.
• Completed SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim Form).

Disqualification risks:

• Failure to submit any required document.
• Incomplete or incorrect information.
• Listing on the Register for Tender Defaulters or List of Restricted Suppliers.
• Non-compliance with CSD registration or tax status.
• Collusive bidding, false declarations, or conflicts of interest.

• The 80/20 preference point system applies.
• Submit proof of B-BBEE status (certificate or sworn affidavit) to claim points for specific goals.
• Points for B-BBEE ownership: 50% or more black ownership (20 points), less than 50% (10 points), 0% (0 points).

• The proposal and appended documentation form the basis for a formal contract to be negotiated between Iziko and the preferred service provider.
• A mere offer and acceptance does not constitute a formal contract.

• The lowest or only quotation may not be accepted.
• Iziko reserves the right to accept or reject any quotation or withdraw the request at any time.
• Submissions without supporting documentation will be classified as non-responsive.
• Disqualification conditions: incorrect/incomplete documents, late submission, non-compliance with CSD/tax status.
• Emailed submissions are accepted, but the bidder must ensure receipt; alterations to the document beyond filling in details and price will disqualify.

• Complete the Bidder’s Disclosure (SBD 4) regarding state employment, relationships with procuring institution, and interests in other enterprises.
• Submit the Declaration confirming independent bidding, no collusion, and compliance with anti-corruption laws.
• Failure to provide supporting documentation will render the submission non-responsive.
